Research On The Obstacles And Pathway Of New Community Construction Under The Background Of Rural Hollowing

China’s rural population flows to the city constantly because of urbanization, leadingto rural hollowing evidently. The new rural community construction is a part ofurbanization. Not only is this the results of China’s political and economic development,but also it is the means of realizing the coordinated development of rural and urban, theurbanization of rural residents locally, promoting the development of rural economy, thereform of rural community management system, and the new urbanization.Heqiao is located in Lin’an Hangzhou, having the hollow trend obviously in ruralareas, but it has its own characteristics, having been committed to the construction ofnew rural communities in recent years. Heqiao has achieved good results though fourinitiatives to rural communities: developing special industries of community andcreating economic value of industry; leading into the culture of tangqi, Yuhang andenriching the amateur life; innovating farming methods and promoting new communityconstruction; implementing the sewage treatment projects and protecting the waterresources environment. If Heqiao is to truly achieve the more mature stage of ruralcommunities, these achievements are not enough. Through the analysis of field researchin Heqiao, the path of rural community development can be divided into the followingthree steps: first, improve the appearance of the community environment, and activelypromote "green rich" construction; then build major tourist projects, creating casualagricultural sightseeing garden; Finally, mining historical and cultural significance, tofurther promote the boutique building in the village.Under the rural hollowing background, China’s new rural communities building willencounter the difficulties and obstacles of the subject being not clear, construction fundsbeing not available, motivation and resources being lack. The construction subject beinguncertain is included of lacking of rural labor force and village cadres’ ineffectiveorganization and leadership; construction funds are not available which showsinsufficient financial investment, single financing and imperfect financial supervisionsystem; power shortage is peasant’s communities building awareness being not high andcadres’ building team lacking vitality; Resource being deficient means the waste of landresources and inadequate investment in public service facilities. These four mainobstacles are the main obstacles in Community construction at present in China’s ruralareas, hindering the progress of the construction of new rural communities, and beingnot conducive to the construction of new urbanization. New things are bound to have a new problem. How to resolve to overcomedifficulties and effectively promote the construction of new communities in rural areasis essential. Rural new communities need the cooperation and support of human,material and financial resources in the most effective way to put into communitybuilding. To build new rural communities, first of all, play the main role of farmers, andimprove public service. Government should mobilize the enthusiasm of farmers inbuilding new communities and improve the diversified financing mechanisms andeconomic compensation mechanism; Secondly, promote the development of privateenterprises, and improve farmers’ income. Business and government should worktogether for the development of individual and private enterprises to create a goodexternal environment, improving the overall quality of the individual and privateenterprises, building great social service system; Thirdly, strengthen the ability ofleadership cadres, and improve the overall quality of the community building team. Thisincludes improving the management system, ideology and training selection mechanismof village cadres. Finally, integrate the land resources, and improve the land utilization.Government should do well the transformation of homestead, land planning work,revitalizing rural construction land according to the law.
