Employment issues is related to economic development and social stability of each country, every country is working to resolve this problem. The employment problem is more complex in China. Nearly two years of decline in economic growth and increase in employment of college students, employment continued to increase pressure on China, the quality of employment repeatedly declined. Surplus labor resources is no longer our endowment, and has become China’s largest social problems. How to solve a large number of surplus labor in particular the employment of college students, not only is the key to stable economic development, but also to maintain social stability. Although the government made a great effort in promoting employment, the complexity of the imperfect regulatory role of employment and employment issues leads to the employment situation is still unsatisfactory.Welfare international crises occur in the1970s, the government failure and market failure brought the issue to the Western countries which provide public goods, increased unemployment. With the emergence of NGO, as well as their participation in the community management issues, making the crisis in Western countries has been improved. Since the21st century, with China’s social management system, NGO has been an unprecedented development and played an important role in a market economy model NGO employment market, it is with the government and enterprises constitute a different network systems to meet the labor force employment groups. Since the NGO in the provision of public goods more efficiently than the government, so the NGO to provide employment services to improve the country’s employment problems. Although the government and the market are two basic mechanisms for promoting economic and social development of benign operation and co-ordination, but with the rapid development and the role of prominent NGO, has become an effective social resource allocation and management in solving social problems, to meet the diverse needs of citizens showed their superiority. NGO can provide employment information, provide jobs, provide training services, etc. NGO can improve the professional quality and skills of the labor groups, and can improve the labor market and promoting employment. Compared with Western countries, in terms of their institutional or the environment, the development of the research on the NGO is still relatively backward, there are many factors restricting the development of China’s NGO, seriously affecting their play its functions in the field of employment services. Since the development of NGO’s relatively backward, inadequate government support for NGO, the laws and regulations are not perfect, and their problems led NGO improving the employment effects of the relatively small.This article from the status of China’s development of NGO, to examine the relationship between employment and labor and problems of NGO in our country labor force employment in role-playing, and through improving NGO and labor problems of their own measures to promote labor market employment perspective to alleviate the problem of our country’s labore mployment rate declined starting. Development theory firstly researches NGO promote employment at home and abroad, including the type of service government failure theory, the theory of public management, the third party management theory, the three party voluntary sector theory and China’s NGO to provide employment, then from the NGO of our country employment, employment training, employment service situation on the current situation in the employment services in the NGO of our country and problems are discussed in detail, NGO problem and social environmental problem of self construction of two categories. After further promotion of NGO mechanism of employment conducted in-depth research, NGO provides employment service advantage lies in its grasp of market information and resources more than thegovernment, so social services provided by NGO can reduce the transaction cost, another advantage is that when the government to provide public goods,always meet the public choice the problem that the government and market failure, while the NGO can solve the problem of market failure, but also has positive externalities on society. Through drawing lessons from foreign developed countries in the employment experience, strengthen employment service NGO provides legal protection, adjust the industrial structure, increase the NGO financial investment, improving people’s cognitive concept. To find out the limitation of China’s NGO development the crux of the problem, put forward the suggestions and Counter-measures to improve China’s NGO in the employment service system, main policies and suggestions include strengthening its capacity building, improve the NGO absorption employment laws and regulations system, increase government financial inputto NGO, a full range of supervision mechanism and joint mechanism.
