Research On The Problems And Countermeasures Of Citizen Participation In Law Enforcement

As the high development of market economy and political democracy, citizens pay more attention to the realization of the right to know and the right to participate, their desires to participate in public affairs have become stronger. Combined with the complex reality of law enforcement, citizen participation in law enforcement has become the objective and the actual need. Through the interaction between citizen and law enforcement teams can not only reduce friction, improve the efficiency of law enforcement, but also enhance the reasonable and legitimate basis of law enforcement. Meanwhile, the effective supervision of the citizens can regulate the powers of law enforcement to prevent the abuse of power, so that the legitimate rights and interests of citizens are protected. Although the current citizen participation in law enforcement has some basis in reality, and citizen participation plays an important part in law enforcement. But, because of the not perfect objective and subjective conditions, there is a serious lack of citizen participation in law enforcement. This thesis uses the civic volunteerism model as an analysis tool, and attempts to find the problems of citizen participation in law enforcement from citizens own perspective, to provide the basis for the proposes of promoting citizen to participate in law enforcement.The thesis uses the theory of political science, public administration, administrative law to expound the basic content and characteristics of law enforcement, and discuss the theoretical foundation, participation forms and practical significance of citizen participation in law enforcement. It comprehensively uses the research methods of literature analysis, questionnaire and interview. Then, find and summary the law enforcement problems of citizen participation though the survey of the current situation of citizen participation in law enforcement in10cities. Finally, put forward the countermeasures to promote citizen participation.The thesis contains altogether four chapters.Chapter one, It briefly explains the background and significance of the topic of this article, makes a commentary of related research at home and abroad, makes a introduction of research methods and analysis tool, and elaborates the main contents and innovations.Chapter two contains four parts. The concept and characteristics of law enforcement, the theoretical basis、the main forms and practical significance of citizen participation in law enforcement.Chapter three lists major problems of citizen participation in law enforcement. Firstly, they are insufficient participation resources and unreasonable distributions. The time of citizen participation in law enforcement is inadequate; The economic foundation of citizen participation in law enforcement is not strong; The skills of citizen participation in law enforcement are not inadequate; secondly, there are contraries between reality and expectations, so citizens have psychological barriers to participate. Citizens treat participation in law enforcement with indifference; Citizens are not satisfied with the effect of participation in law enforcement; Citizens’psychological satisfaction after fulfilling their obligations is low. Thirdly, the social networks of participation are limited, and the effect of social mobilization for participation is little.Chapter four, the author proposes some solutions to the above-mentioned problems.
