Theory Of Multi-level Governance And The Improvement Of Tumen River Regional Cooperation Coordination Mechanism

The Tumen River Region Development Programme is an intergovernmentalcooperation mechanism which is supported by the United Nations DevelopmentProgramme(UNDP) with the memberships of China and its neighboring countries.With the more than20years‘development and exploration, Tumen River Regioncooperative coordination mechanism makes a progress. The cooperative fieldcontinuously expanded, the cooperative method continuously creative. But until now,the progress of Tumen River Region Cooperation is still slow. There is not enoughcooperative power among the countries in the Region. The regional cooperativecoordination mechanism needs to be improved. The thesis take use of “Multi-levelGovernance Theory”, take the successful experience of European multi-levelgovernance for reference, pay more attention to the interaction among the behaviorbodies in the region. To construct the interactive coordination mechanism consisted ofthe international organizations, sovereign states and local governments. The purposeis to provide a new theoretical perspective for the research of Tumen River RegionCooperation.This thesis consists of four parts: the first part outlines the background,development, function and features of the European Union Multi-level GovernanceTheory. To study the core essence of the theory will have the guide effect for thecooperation of Tumen River Region. The second part starting from the problems oftraditional regional cooperative coordination mechanism, investigate the rationality ofMulti-level Governance Theory as the regional cooperative coordination mechanism.It analyzes the successful experience of EU on Multi-level GovernanceTheory. The multi-level governance as a coordination mechanism, it is good atcoordinating the conflict of interests in regional cooperation and reducing thecontradiction in regional cooperation. The third part analyzes four importantdevelopment periods, the situation of the organizations and the problems of TumenRiver Region cooperative coordination mechanism, to find out the key problemswhich affect the cooperative coordination mechanism. The fourth part take thesuccessful experience of the EU Multi-level Governance Theory for reference, usingthe theory of multi-level governance from the new theories perspective, put forwardthe strategic ideas, provide useful inspiration for promoting the cooperation of theTumen River Region.
