The rapid development of information and communication technologies, not onlybring the convenience for people’s life and production, but also give birth to theCyberspace, another space after Land, Sea, Air. As the internet technologies isincreasingly penetrated into all areas of the international community, the Cyberspacehas been a new field area, which hosts economic, political, security, cultural andmilitary affairs, and has a profound impact on international relations. As one of the mostimportant bilateral relations in world, Sino-US relationship goes deep into theCyberspace, and form a new coopetition relationship in Cyberspace.The formation of Sino-U.S. Coopetition relationship in Cyberspace has a complexinternational political, economic and security background. It begin with the politicalefficacy of cyberspace, form from the rapid changes of the power construction and therise of China in cyberspace, but it is limited by institution deficiency in cyberspace.With the technical advantages, the United States has been dominating cyberspace for along time. So cyberspace is a unipolar world, and the only polar is the United States.With significantly promotion of cyberspace in the national strategy, states accelerate theconstruction of cyberspace, which has a strong impact on the unipoalr pattern. In recentyears, there is a huge change of the power pattern in cyberspace that a strong andmultipolar world preliminary reveal. The rapid rise of China in cyberspace shake theasymmetric coordinated relations between China and the United States, and weakAmerica’s dominance. Long-term absence of cyberspace system, lead to no effectiveregulation restraining Sino-U.S. coopetition relationship.The current situation of Sino-U.S. coopetition relationship in Cyberspace mainlyreflect in two dimensions levels. On the one hand, in the level of competition dimension,there are serious disagreement between the two countries in China Internet ThreatTheory, restrictions on market access of internet technologies, internet freedom. On theother hand, in the level of cooperation dimension, leaders of two countries pay highattention to cooperation and set up specialized agency, conduct actively cooperation ontechnologies and facing shared threats. The competition of two countries mainly attribute to the structural contradiction, the shortage of mutual trust and the differencesin cultures and values, while the cooperation mainly driven by common interestsdemand for a stable cyberspace environment, dealing with cyber threats andcomplementary of two countries in cyberspace.For Sino-U.S. new power relation, cyberspace coopetition relationship is bothan opportunity and a challenge. At the same time, it has a profound influence oninternational community. For China, the Sino-US coopetition relationship in cyberspaceis a serious challenge to China’s national sovereignty, and has a negative impact onpolitical and social stability of China. Meanwhile, it promote China developingcyberspace strategy and improve the cyber security system, objectively. For the UnitedStates, the competition of two countries prompt further adjustment of cyberspacestrategy and alliance strategy. For the international community, the competitionrelationship is not conducive to the development of global rules and global governancein cyberspace, and even lead to a global arms race of cyberspace. On the other hand,there is no doubt that the cooperation relationship is beneficial to dealing with cyberthreats. In the future, the competition of two countries will be more and more fierce, andthe cooperation will be more slowly and unstable.In order to cope with the new change and trend of Sino-U.S. Coopetitionrelationship in cyberspace, China should adopt a two-pronged approach. On the onehand, Chin should intensify cyberspace self-construction form both macro strategiclevel and micro-measure level. On the other hand, China should expand and strengthencooperation with the United States, try to enhance the mutual trust, in the meantime, wemust mount a vigorous retaliation with America’s groundless accusations.
