Personal Welfare-saving System Construction Research From The Perspective Of Service-oriented Government

In recent years, with the rapid development of voluntary service,our country has conducted a diversity of volunteer service activities, the volunteer team has also been gradually grown up and the volunteerism is deeply rooted in the hearts of the people gradually. However, there are many problems and shortcomings restrict the voluntary service advancement, especially the lack of rigorous institutional arrangements on volunteer management. these will not only affect the enthusiasm of the volunteers and prevent voluntary service normalized and sustainable development, but also can’t satisfy the long-term demand of the society. Defects and difficulties faced by volunteer management also just be a result of a lack of social management system of government rules and norms.So we should actively confront and resolve it.Therefore, advocating and building a new system of voluntary service management system is very important. Building a public service savings system, is a kind of innovation of social management under the condition of China’s market economy deepening development.the system would promote the normalization and sustainable development of the voluntary service, also promote the building of NGO’s development and attract the social forces to participate in public service supply to reduce the burden of the government. Based on this understanding, to establish a framework of personal welfare savings system under the perspective of service-oriented government carried out a tentative exploration research.But now, according to the feedback of the process of the personal welfare savings mode, there’s a lot of problems restricted the further development of public welfare savings mode. The main problem is:(1)the propaganda work does not reach the designated position, the public awareness and participation is lower and we fail to arouse the enthusiasm to participate in public welfare savings in the whole of society.In addition to,even some people still has a question that it is impossible to operate in China’s social environment.(2)the operation scale is small, mostly in the urban community care service;the service scope and content is limited;The mode has also focused on the elderly and failed to attract people of other age groups to participate in service;It sustained period of time and its survival was decided by the sponsor’s fate.(3)It is in a chaotic state that management is not perfect and lack of institutional support;It is in the state that modes of the various urban communities’ operation are not uniform and service circulation lacks unified standards.(4)In the practice of public welfare savings mode, the government lacks the concept of people-oriented policies and related systems welfare savings.According to the above problem, this paper based on the theory of combing the related concepts, analyzes the present situation and existing problems of individual public savings system, explores the advanced experience of public savings mode at home and abroad and put forward the framework for the construction of our public welfare savings system.Firstly, in the framework of personal public savings system, this paper mainly discusses the guiding ideology, basic principles, important system and the advanced institutional form. Building system is the main content, including construction of promotion mechanism, standardized management mechanism, the incentive guarantee mechanism, supervision mechanism, etc. Secondly, in the implementation, this paper holds that special laws is the most authoritative and the safeguard system. Therefore, our government must set up strict legal concept, confirm guidance organization, implement measures of rewards and punishments and promote in a broader scope. In addition, in the protection links, we should follow three contents:the first is giving clear rules and guidance from the perspective of service-oriented government; the second is changing attitude and building up the idea of serving the people heart and soul on the civil servants team construction; the third is attaching great importance to the access and circulation on the design of the management information platform. Furthermore, we should build an automatic correction mechanism to prevent and correct all sorts of problems in the process of the system construction and implementation.In this paper, on the basis of investigation and research, from the perspective of service-oriented government, constructing the personal welfare savings hope to get the effect of the two aspects:First,on the theoretical research, this paper strive to break barriers existing research, aimed at achieving theoretical innovation from the perspective of system supply;Second, through the public savings system construction plan proposed, inspire more volunteers and ordinary people to participate in social service activities, to carry forward the fine qualities of the Chinese people helping each other and realize the innovation of social governance in China.With the deepening of China’s market-oriented reform,there will be constantly improve social requirements of the system of market economy.so building personal welfare savings system either in theory or in practice, will be a major innovation.If this proposal can offer reference for China’s social reform, will inspire me to further deepen the research on system of China’s personal welfare savings system and this will contribute to the modernization of social governance in our country.
