E-government Research In China From The Perspective Of Service Upgrade

Along with the continuous development of the network technology, theconstruction of E-government mainly concentrated in the service-orientedE-government, to provide the public with better public electronic services. Therefore,to promote the construction and development of E-government public services, it isnot only the development direction of the public service, but also the inevitable trendof the application of electronic technology in the government public service.The research methods used in this paper is the combination of theory andpractice, aiming at the problems of E-government construction in our country. Thisthesis combines the national conditions of our country in-depth analysis of meaning,characteristics, status quo of E-government, using the advantage to overcome thedisadvantage factors. Based on the successful experience of the United States and listsSingapore E-government construction, I try to use it to the construction of China’sE-government, and establish corresponding management mechanism to ensure thatChina’s E-government stable operation is stable and efficient. In order to enhance ourgovernment public service idea, strengthen government functions of public service,reform the government’s public service organization, to improve the government’spublic service efficiency; on the other hand, to narrow the "digital divide", make fulluse of network communication hardware facilities which have been built, improvepublic service construction in China. Through the electronic government affairs,government provides more services with the public functions and promotes thedevelopment of our country e-government.This essay has five parts: the first part is the introduction, firstly introduces theconstruction of E-government research background and significance, briefly analysesthe current research status at homeland and abroad, and expounds the research focusof this topic; the second part enters from the connotation of E-government, then expounds around the meaning, characteristics and operation mode of theE-government public service, and compares it with traditional public services, thenintroduces the basic theory of the service-oriented government in brief, definite theinternal relationship between each other; the third part is the analysis of the presentsituation and the dilemma of China’s E-government, firstly outlined the presentsituation of the construction of E-government in China, and then lists the presentproblems of our E-government construction, then does SWOT analysis on the basis ofit; the fourth part is about the United States and Singapore in E-government practice,introduces their current situation, mode of operation and the main characteristics ofthe electronic construction in the United States and Singapore, and then summarizetheir successful experience and construction results, attempts to use their successfulexperience for our country, and provide reference for promoting China’s construction;the fifth part is the use of foreign experience to improve the construction anddevelopment of E-government in China, combining the present situation of ourcountry and summarizes some constructive, pertinence, constructive suggestions andstrategies.
