Research On The Reform Of Local Government Administrative Examination And Approval System From The Perspective Of Service-oriented Government

Since the Eighteenth National Congress of the Party,the Party Central Committee and the State Council have made decisions to further simplify administration and decentralization,deepen the reform of the administrative examination and approval system,focus on advancing the modernization of the national governance system and governance capabilities,and regard the reform of the administrative examination and approval system as a breakthrough and important in deepening its own reforms We have made positive progress and achieved initial results.In 2017,Zhejiang Province carried out the "maximum run" reform,which achieved remarkable results and was highly recognized by the central government.In2018,the central government issued a document to promote the “up to one run”reform experience of Zhejiang Province across the country.Zhejiang's "maximum run" reform is a useful exploration of the reform of the administrative approval system under the current Internet+ background.However,the reform of the administrative examination and approval system cannot be accomplished overnight,nor is it perfect.The current problems such as low legalization,heavy examination and approval oversight,and poor approval mechanism have become stumbling blocks for social and economic development.Based on combing the relevant literature,this article conducts an in-depth investigation,taking Wencheng County's administrative approval system reform as a case to understand the motivation,main practices and effectiveness evaluation of Wencheng County's administrative approval system reform.From the perspective of a service-oriented government,it uses the new public service theory,Emphasis will be given to the problems existing in the reform of the administrative examination and approval system in Wencheng County,and the causes of the problems will be analyzed.Combining the experience and enlightenment of the reform of the administrative approval system of local governments at the county level in China,policy suggestions and ways to improve the reform of the administrative approval system are proposed.The research in this paper finds that the reform of county-level administrative examination and approval system must not only establish a scientific concept and improve the examination and approval system,but also make full use of the Internet +technical means,so as to build the three dimensions of the reform of the administrative examination and approval system: idea,system and technology.To thisend,three suggestions were put forward: first,to further establish the scientific concept of administrative review and approval system reform,and to run through all aspects of the reform of the administrative review and approval system with the concepts of simplified administration and decentralization,rule of law governance,and service administration;Construction,through the improvement of the administrative approval standardization system,innovative approval service mechanism,and the establishment of a diversified regulatory system to build the foundation for the reform of the administrative approval system;the third is to further promote the development of Internet-enabled local public services and strengthen the Internet + public services The construction of the platform will open up the "information island" and "data barriers",improve the public service supply structure with informationization,and promote reform and innovation with science and technology.This article starts from the practice of reforming the administrative examination and approval system in Wencheng County and has distinctive local characteristics.At the same time,the new public service theory is used to summarize the reform of the administrative review and approval system of county-level governments in China,and the theoretical framework of the reform of the local government's administrative review and approval system under the view of service-oriented government is established.
