With the development of economic and social progress, population aging ofhas become an inevitable development trend. The increasing population aging hasbrought a series of problems and it has become one of the major social issues aroundthe world. How to deal with population aging, and how to solve the problem ofOld-age security will have agreat impact on stabilizing social economic order,promoting social justice, and setting up a socialist harmonious society.As early as in1994,Shandong has entered an aging society. According to thesixth national population census in2010,Shandong has a total population of95.793million, of which,9.426million people are age65and older. The population sizeranks the second nationwide and the older population size ranks the first. Thepercentage of65-and-older in Shandong has reached9.84%, which is above thenational average. Estimation shows that, as of2050, the proportion of the elderlypopulation will reach25%in Shandong. The aging population will continue toincrease. In this background, the problem of Old-age security in Shandong isparticularly prominent. Based on the theory of social security and active aging theory,this paper started from the historical evolution of population aging, used literatureresearch, qualitative analysis and quantitative analysis, conducted a detailed analysison the current situation and the future trends of population aging in Shandong, andstudied thoroughly the problems existing in the current social security pensionsystem in Shandong.As seen from the analysis of the current situation and the future trends, thepopulation aging in Shandong is constantly deepened and its pace is accelerating.Social pension burden for the aging population tends to be worse. The extent and speed of population aging and the level of economic and social development do notmatch. The regional imbalance of aging population is more prominent.In the background of population aging, many problems exist for the socialsecurity pension system in Shandong. First, the elderly population lack ofself-pension capabilities, which results from their health problems and their lowsource of income. Second, family pension security weakens. Since family size tendsto be smaller, there are not enough family members to care for the elderly. At thesame time, in the process of modernization and urbanization, people’s living habitsand family values have undergone great changes. The traditional home care practicesand its moral constraints have weakened. Third, the social pension development islagging behind. As the basis for social pension services, pension service agenciesand facilities across the province do not meet the growing demand for elderly care.Social pension service personnel are in short supply. There are obviouscontradictions between community services for the elderly supply and demand.Fourth, with deepening of the extent of population aging, the spiritual solace of theelderly is not being met.Given the actual situations of Shandong, this paper provided the followingproposals: Carry forward the traditional culture, continue to let the family pensionsecurity to play an important role; Fundraise for social security pension frommulti-channels, improve the social security level of the elderly; Accelerate thedevelopment of Old-age security, improve the social security pension system;Deepen institutional mechanism reform, establish the modern social security pensionsystem; Continue to improve the population policies and promote long-termbalanced development of population.
