Labor relations is one of the important social and economic relations,enterprises can operate and grow with harmony labor relations. In China,state-owned enterprises take a high proportion in economy structure. Labor relationsof state-owned enterprises not only affect the interests of enterprises and staffs, butalso relate to the stability and the sustainable development of the whole economyand society.Since the reform and opening up in1978, Chinese state-owned enterprises haveexperienced the transition from the planned economic system to the socialist marketeconomic system, labor relations of such enterprises have developed correspondingly.With the deepening reform of state-owned enterprises, labor relations issues inenterprises arise more and more complicated, that becomes a matter of publicconcern and requires joint efforts to improve. Relying solely on market mechanisms,it is difficult for adjustment of the labor relations in state-owned enterprises to berealized, and this urges the government and its departments to exert their functions tointervene and adjust the labor relations effectively. Although in recent years thegovernment has taken a series of measures, there are still plenty of problems in laborrelations. On the adjustment of labor relations in state-owned enterprises, for instance, the government has not yet made full use of functions and shall takecontinuous efforts to promote a harmonious development of labor relations. Buildinghealthy labor relations in state-owned enterprises is favorable not only to ease theconflict between main parties involved in labor relations, but also to maintain thelegitimate rights and interests of enterprises and staffs, which will thereaftercontribute to the sustainable development of state-owned enterprises.Firstly, by explaining the definition of State-owned Enterprises and LaborRelations, this thesis introduces the connotation of state-owned enterprises and laborrelations theories in brief. Secondly, this thesis presents the contents of laborrelations both before and after the reform of Chinese state-owned enterprises andreveals major problems which exist in labor relations. During the transition of theplanned economy system to the socialist market economy system, state-ownedenterprises have undergone a series of reforms. While the reform of state-ownedenterprises deepened, labor relations also changed and resulted in some problems.Thirdly, by taking a case study of China National Offshore Oil Corporation’sreformation, this thesis explores the government functions that to perform andrelated problems in the adjusting process of labor relations in state-owned enterprises.Lastly, this thesis elaborates and studies German and Japanese theories of adjustmentmode of labor relations, and concludes some suggestions on improvement of thegovernmental functional performance in adjusting labor relations in state-ownedenterprises. Through the regulation and the intervention of the government’s roles inmanaging the conflicts in the labor relations in state-owned enterprise, laborrelations is to be developed more harmoniously and stably.
