The increase and development of economic is the corn issue both in global economic and economic research. China is an imbalance developing country. To give an impetus to the sustainable economic development in West China is th e first step to establish the sustainable rapid and healthy development of the whole national economic.Rational resources allocation is the other corn issue in economic study. It is proved by contemporary economic study and resources economic that the human resources is the key point in economic increase and labour productivity Enhancement .All economic resources are combined to the human production, and the quality of the human resources system determines other resources in the progress of production. Rational allocation in human resources and the one between human resources and other resources are macroeconomic control system of all countries.This paper researches into the internal connection between the sustainable economic development and human resources allocation , with a view to find the cause of the imbalance human resources allocation in West China and the countermeasures. We reach conclusions as follow.1, The theory study mainly about the relation between the sustainable economic development and human resources . It gives us the fundamental intension of sustainable economic development: economic is running well, economic is increasing rapidly in a intensive way and the economic structure is getting more rational. As the resources economic theory promulgates that human resources is the most important one in economic system, we have gotten thatthe rational allocation of human resources is the base of whole rational economic resources allocation. (l).The fundamental balance of the human resources supply and demand is the base of the economic well running;(2) The key factor of economic increase and the changing of its way is the intension of the human resources' quality; (3) The rational allocation of human resources structure guarantees the intension of economic structure.2,positive study mainly on the situation of the human resources allocation in West China .The result demonstrates: (1) The quantity supply of human resources in West China is a serious oversupply; (2) The quality is universally low; (3) The allocation o employment structure , the areas structure and the professions structure are not rational. In general, there is a double-imbalance in quantity and structure of the human resources allocation in West China.3,studies on the human resources allocation' s influence to the sustainable economic development in West China and the reason. Since the beginning of the reforms, we've attained a visible improvement in the quantity control and manpower's education, but the imbalance of human resources still hiders the sustainable economic development. It shows in three aspects: (1) The imbalance of supply and demand of human resources allocation in West China put enormous pressure on the enhancements of natural resources, environment protection and the human resources; (2) The situation of the human resources in West China hiders the local economic from increasing and changing. (3) The manpower structure of West China conditions the local economic structure from changing and escalating. The causes of the imbalance of human resources allocation in West China are various, including history , nature and culture. Among the all, the most important ones are : the bad geography conditions , the low developed economic , the little investment in education, the irrational investment structure and the lack of good allocation of human resources. The contradictions focus on the systems, so, to create new systems is the key factor to establish the good allocation of human resources in the sustainable economic development in West China.4,Study on standard.
