With the rapid economic development, China’s reform gained further deepen social change led to a series of social phenomena, in which case the increase is a grassroots people’s courts typical social phenomenon. Judge grass court cases and increased contingent resource shortage contradiction between the increasingly prominent, people gradually realized that the only constant expedite court judge grassroots team building, in order to effectively improve the overall level of the court, in order to provide effective judicial comprehensively deepen reform security and thus establish a good image of the judiciary, in order to safeguard social fairness and justice and make due contributions.In this paper, according to "analyze problems raise questionsâ†'Analyze problemsâ†'problem solving" research ideas to the grassroots Court judge, Fuzhou ranks as the main object of study, using a literature analysis, study of field research, expert interviews and comparative analysis and other methods of judges of the Court of Fuzhou grassroots analysis of relevant content to start systematically. In a brief understanding of the research background, significance of the research progress in basic research at home and abroad, the first analysis indicates Fuzhou, team building grassroots Court Judge should be public human resource management theory and theory as the theoretical foundation of judicial independence; Secondly, based on field surveys and interviews, focuses on team building grassroots Court Judge Fuzhou, existing problems and their causes, the main issues include job and age structure of the irrational judges, professional degree is relatively low, relatively low basic quality of the judges, pressure and gradually increase the risks faced by a serious brain drain problem judges and administrative position is too high, based on this, respectively, from multiple angles institutional, professional, economic and social status, and other mechanisms, and the judge’s own analysis of the problems leading to the above reasons; then, a comparative analysis of the United States and Germany and other countries judge success in terms of team building, and its Implications for the construction of Fuzhou judges; Finally, the Court of Justice to improve and enhance the grassroots team building policy in Fuzhou recommendations; think:a judge to innovate the existing personnel system; Second, we must strengthen the advantages of lower courts to configure resources; degree of professionalism and expertise to improve the three-judge team; four judges of lower courts to strengthen incentives and security systems; Fifth establishment of a scientific and reasonable evaluation system grassroots Court; six to gradually improve the training system grassroots courts judges.
