Research On Early Warning Mechanism Of Urban Public Safety

With the continuous improvement of the degree of global economic integration and the deepening of China's reform and opening up,China's economic and social undertakings have developed comprehensively and made remarkable achievements.At the same time,in recent years,domestic disasters,production safety accidents,food safety accidents and other kinds of public safety accidents occur frequently,which not only cause huge losses to the society and the public,but also cause social unrest and unrest of varying degrees.Public safety issues have increasingly been widely concerned by the public.According to statistics,in recent years,China's public security problems caused an annual loss of about 6%of GDP,about 200,000 people lost their lives.This shows that our country is in a high-risk society,but also reflects that our country still has many problems in public security.Therefore,how to prevent and reduce the occurrence of disasters,accidents,incidents and other public safety problems,maintain the safety of people's lives and property and social stability,promote the sustained,healthy and coordinated economic development,and ensure the smooth progress of socialist modernization,has become a major problem that the government urgently needs to solve.Firstly,this paper briefly introduces the importance and necessity of public safety management and clarifies the relevant concepts of urban public safety early warning mechanism.Take H city as an example,carry out investigation and research earnestly,get to know the relevant situation in depth and master the first-hand information.At present,H city public safety management has made some progress.For example,the emergency plan system has been continuously improved,the emergency system and mechanism construction has been gradually promoted,the emergency platform construction has been started successively,the monitoring and early warning network has been gradually improved,the emergency rescue team system has taken shape,the emergency support capacity has been further strengthened,and some progress has been made in important projects and grassroots demonstration.However,there are still some problems,such as insufficient attention to prevention work,lack of coordination and cooperation between departments,ineffective implementation of safety management system and emergency plan,insufficient participation of social forces,and lack of unified coordination and management of urban public safety.In view of these problems,this paper comprehensively USES crisis management theory,social risk theory,urban security theory to conduct an in-depth analysis of the causes of these problems,namely:the public crisis awareness is not strong,early warning information management level is not high,the emergency plan is not effective enough,the department linkage ability is insufficient.On the basis of using the experience of the developed cities at home and abroad,from clear warning mechanism construction principle,strengthening early warning consciousness training,establishing the early warning information system,build more main body participation pattern,perfect the emergency plan system,optimization of emergency management mechanism,etc.,for the construction of urban public safety early warning mechanism put forward some countermeasures and Suggestions.In brief,to strengthen the construction of urban public safety early warning mechanism,is advantageous to the relevant government departments gradually form a strategic and forward-looking,routinization and procedural characteristics,the working train of thought of and better response and disposal of urban public safety problem,improve work efficiency,save administrative costs,accelerate urban modernization,building a harmonious socialist society.
