| Accelerated aging to the endowment pattern of traditional Chinesehas brought enormous pressure and challenges. In all kinds of pension, home-basedcare services is China’s current and future major pension, in three big pension(home-based care services, pension, family pension) plays a fundamental role.Home-based Care Services refers to the elderly living at home, a pension fromthe family and society to provide service for the elderly, it is different fromthe traditional family pension, and different from the pension agency, is theorganic combination of family and social old-age pension. With the accelerationof ageing in China, more and more aged people need support and care. And familypension mode of traditional and more difficult to sustain, endowmentinstitutions far can not meet the pension needs of most of the elderly. Home-basedcare services compared with other pension mode, has the advantages of low cost,wide coverage and specialization, the advantages of family, social concern andattention on the rise. In this context, for the more elderly vast, requirescommunity service pension mode support. The scientific comprehensive securityof the elderly pension life, improve old people’s happiness is to explore oneof the old-age security objectives of public policy development in China, theconstruction of home-based care services system is an effective policy tool torealize the policy goal: on the one hand, the positive participation ingovernment, market and society, the formation of various of pension the abilityto remedy defects of family pension, endowment and pension institutions; on theother hand, home-based care services as a supplement to traditional securityold-age security, security of the elderly pension life fully, to break thetraditional concept of economic security limitations, to explore thetransformation of old-age security from economic security to the servicesecurity. Our home-based care services started late, is now in the stage ofexploration, development model and legal system is not perfect, the research content is relatively less.In this paper the basic theory and function of home-based care services aredescribed, the definition of home-based care services is given, its propertiesare described, the social attribute, and the structure and its theoreticalsources, while at the same time in response to population aging, promote socialjustice, promote government reform, crack the role of employment problems areanalyzed in detail. On the basis of, makes a comparative study of Canada,Singapore and Hong Kong in the construction of home-based care servicesexperience and system security system, the actual situation and combining withour home-based care services development, the legal construction of our countryhome pension services are thinking, and the feasibility of the proposed.This paper points out that the home-based care services both in developedcountries and regions, and developing countries will become the main mode ofendowment service, the healthy development of home-based care services isinseparable from the system to ensure the perfect and can satisfy the demandof old-age pension, China has a vast territory, geographical conditions differin thousands of ways, the level of economic development is different, home-basedcare services to be compatible with the level of economic development,institutional guarantee attaching conditions. The focus of the next step wereclear: one is to do a good job in the top design, the national level to integratethe existing old-age service planning, timely introduction of the home-basedcare services development planning, planning to do the task, clearly time. Atthe same time to improve the relevant legal system as soon as possible, perfectsocial security law system in our country; the two is to improve the pensionsystem, pension security key pension services can be achieved, the currentChina’s urban and rural residents in the pension system is a low level, widecoverage, and the cross and the urban and rural social assistance system, shouldbe in the elderly social relief measures of independence from the currentsecurity management system as soon as possible, so as to make the minimum livingsecurity system truly; three is a clear responsibility of the local government, national level file must be clear responsibilities at all levels of government,avoid at said empty words cliches, specific to the home-based care services,the prefecture-level city to introduce the city’s urban and rural home-basedcare services on specific measures.This paper is divided into four parts. The first part is the basic theoryof home-based care services, from the point of view of coping with the agingof the population, to promote social justice, promote the reform of thegovernment and to solve the unemployment problem of the concept of function isdescribed. The second part，analyzes the current situation of home-based careservices in China from the perspective of development model and policy system,points out the existing problems in these two aspects. The third part startingfrom the aspects of service content, system, mode of development, theconstruction of home care service system in Canada, Singapore, Hong Kong wereanalyzed, the experience is summarized.
