In the course of the21st century, China’s aging population grows faster andfaster,compared with other countries,China is not only far beyond other countriesin absolute quantity,and also the growth rate of aging population, according toChina’s Civil Affairs Department of Social Welfare and Charity PromotionDepartment statistics show that from2013to the end of2033,the population ofelderly people in China will be increased at the speed of annual10million,itreaches400million people in2033,483million in2050peaked in the elderlypopulation,account for the total34.1%of the overall population.Aging population have had negative impact on China’s economicconstruction,social development and people’s happiness With the negativeimpact of aging population deepening and the family planning policy,laborresources will be less and less,the labor force participation rate decreased, whilethe country ’s economic development requires a lot of labor,which is bound toaffect the speed of China’s economic development;aging population growth willfurther increase our financial burden,the more elderly,people need thegovernment to invest pension insurance,medical insurance and other socialwelfare services and requires a lot of financial investment,the correspondingother production,education and other aspects will be affected.This article is based on the existence of the above characteristics of agingproblems,from a variety of angles to clarify the feasibility and necessity of theelderly resource development,and finally present our proposed solution strategyabout elderly human resource development.This paper is divided into sevenchapters,the first chapter is the introduction, describes the meaning of thebackground of the elderly human resource development,research studies on the elderly home and abroad and programmatic documents,research methods andinnovation.The second chapter through a variety of data,tables, charts, and otherdetails illustrate of China’s aging population,characteristics and trends.The thirdchapter shows that the feasibility and necessity of elderly human resourcedevelopment were further analyzed separately from the government,society andpersonal perspective of the urgency development of human resources its positivesignificance.The fourth chapter explain the data on the current elderly humanresource development problems and points out that while the governmentrealized that the elderly human resource development issues,but remainsinadequate government policies,retirement system is unreasonable,the elderlyemployment channels are not wide,discrimination and other social phenomenaaffect the re-employment of older people. The fifth chapter through the studyof the developed nations policies and measures in the developmentof elderly human resources, absorb the good policies, reject those not suitablefor Chinese current national policy, offer a better guide forChina’s elderly human resource. The sixth chapter through the questionnaires toget the first hand data in Shaanxi Province, make an investigation about the oldpeople of employment intention, using cross table way to analysis variousfactors, make a conclusion about the important factors that affect the elderlyhuman resource development. The seventh chapter is this article key point, thispaper respectively from the government, the society, the elderlythemselves view,describes the development of elderly human resources, it needsthe whole society to act with united strength, the only way to better develop theelderly human resource.The seventh chapter is the focus of this paper,this paperfrom the government,society and the elderly themselves,such asperspective,describes the development of older power resources need the wholesociety to work together and is the only way to better develop elderly humanresources.
