Aging is an inevitable outcome of social development.Young migrant workers ease the aging process of cities,which are the most active places in economy,and make the average age of the urban population younger,but cities are still aging rapidly.By analyzing the elderly population in cities of Guangxi province,the author finds that the proportion of the elderly population in cities of Guangxi province is increasing constantly,the proportion of the working-age population is decreasing,and the average age of the working-age population is increasing,which bring great pressure to the government pension and families.Meanwhile,the elderly population in cities of Guangxi province features high proportion of young population,good health state,high education background,low proportion of employment,etc.The unemployed elderly population is a huge waste of resources.In recent years,the Guangxi government has gradually realized the energy of the elderly,and released some policies on the development of elderly resources.However,there are many inadequacies in the development of elderly resources:lack of legal guarantee,fragmented policies,the government and society's lack of understanding of "productive aging",lack of education and training for the development of elderly resources,etc.which make the development have no effect.To develop the elderly resources in cities of Guangxi province,it is required to protect the employment rights of the elderly in the legal form,release development policies systematically,increase investment,attach importance to the education and training of elderly,and create development modes to allow the urban elderly population to contribute to the economic development of Guangxi province.
