With time goes on, the Non-public Enterprises has constituted an important part of the economic system and the important support of economy in China. However, in fact, the conflicts of non-public enterprises go to intensify. The system of trade union as the platform of collective consultation on wages is an effective way to dissolve the conflicts. It is a form of the practice of deliberative democracy at grass-roots level, which can maximum limit to reflect the interests of labor and capital through introducing the deliberative democracy and realize the democratic management of enterprises. In order to better understand the system of trade union as the platform of collective consultation on wages of the non-public enterprises, and then take advantage of the research results to put forward the countermeasures and suggestions. The author decides to do study on it.The main methods the author used are case analysis and comparison analysis and the main theories the author used are Embedding theory, Field theory and Social capital theory. Through collective consultation, the wage agreement is legal and can realize reasonable distribution of income, narrow the gap between rich and poor, widen domestic economic development. Therefore, the author based on social network relationship, with the aid of statistical data, tries to find the complicated relationships in order to realize rational building of collective consultation on wages.Firstly, the author analyzes collective consultation on wages in China’s development, then, with the aid of statistical data demonstrated that why collective consultation on wages in non-public enterprises carries out in China. Then, introduce the development situation of collective consultation on wages in non-public enterprises. Besides, chose sweater industry of Wen Ling, Zhejiang province as an example, and then find and summed up the understanding, the subjectivity and institutional problems. This essay selects the Britain, the United States, Japan and Germany as cases to compare the collective consultation on wages in order to draw lessons from these for our rational building of collective consultation on wages.Secondly, Based on the development of collective consultation on wages of China’s non-public enterprises and foreign experience summary analysis, in order to clarify the relationship structure of collective consultation on wages, the author analyzes the complex relationship from the respective of sociology such as Embedding theory, Capital theory, Field theory and Deliberative democracy theory. At the same time, the author tries to analyze the problems during the operation of Collective Consultation on Wages in Non-public Enterprises from the perspective of sociology in order to provide suggestions of rational building of collective consultation on wages in the future.Finally, the author based on the network, in draw lessons from developed countries on the basis of theory and practice of market economy, puts forward some suggestions of constructing rational collective consultation on wages. In face of the fact that disputes between labor and capital cannot be eliminated in a short period of time in non-public enterprise. We should make good use of the network of collective consultation on wages. so we should take actions to build the ration of collective consultation on wages from correct understanding of collective consultation on wages, making sure the trade union platform independence, representative, building perfect the system of collective consultation on wages. On this basis, the author believes that the construction of collective consultation on wages should be the negotiation model that emphasizes the role of government at the same time pay attention to grass-roots experiences.
