China is in an important period for the transition of labor relations. As salary is the core issue for handling labor relations, so the harmonious development of labor relations can be ensured if the salary issue can be solved well. The collective wage consultation system is not only the most important content of collective consultation, but also an effective mechanism for adjusting labor relations. On one hand, it maintains the interest expression of labors about their salary issue; on the other hand, it grantees the operation efficiency of enterprises and relieves the contradiction between capital and labor for achieving a win-win outcomes. The collective wage consultation system of China is a government-led “top-down” mode that can be carried out in some rapidly provinces in a short time, but from the perspective of the practical effect of this system, lots of problems exist, such as immature participants of the consultation, unclear role positioning of the government, the shortage of effective handling mechanism for disputes etc, all these could weaken the expected effect of consultation. Therefore, further improvements are needed in the collective wage consultation system of China, for example, learn from the mature experiences from foreign countries, improve the relevant legal systems based on the basic situation in China, so as to ensure the effective operation of this system and construct a harmonious and ordered labor-capital relationship.
