Therefore, it chooses funding support, infrastructure investment, attracted investment and encouraging enterprises to carry out scientific and technological innovation as variables on the basis of theoretic-cal analysis, the total output value of industrial enterprises as the dependent variable, references vector auto-regression model for empirical research, analyses of the influence of the relationship between variables, provides the theoretical basis for the government to support.It’s through analysis and research from the main approach in support of small and medium enterprises at home and abroad advanced economies, combined with the results of the empirical study, summed up the government efforts in support to the development of enterprises, put forward the policy, industry, carrier, intermediary, market, the government’s own construction and other aspects of the specific support suggestions in the government. Hope these suggestions can provide reference for decision makers to implement the new industry "Twelfth Five Year Plan" better and to promote the healthy and rapid development of small and medium enterprises in Jinzhou new district.
