Training of basic civil servants in recent years as the rapid social and economic development, thus contributing to the problem of the continuous improvement of people’s spiritual and cultural requirements of society and the emergence of a new worthy of our concern for academics Beginning of the21st century, China’s civil service system introduced competency template research, and initial attempts to apply civil service training, performance appraisal and other fields. But this new training mode and did not go deep into the grassroots level of training among civil servants, but only for training in high leadership has been transformed so-called competency model; but did not go deep into the civil service training system.In this paper, from the perspective of civil service training starting competency model will be introduced to build grass-roots civil service training system in the past, and by analyzing the current situation in Chaoyang City, grassroots training of civil servants, in order to compare test methods, research competency model and junior civil servants Chaoyang competency-oriented training model grassroots civil servants in order to form fit can improve the training of civil servants working for the city’s primary mode provides effective tools and feasible path.(1) Research Chaoyang basic civil servants training methods. Chaoyang primary focus on the need for improved training of civil servants, civil service training grassroots problems, causes and improve the grass-roots civil service training requirements and improve Chaoyang feasibility, development trends of grassroots civil service training, Chaoyang grassroots civil service training to improve the external environment, internal environment.(2) Development and mechanism of action studies competency model. Mechanism of action focuses on the development and competency model, through competency connotation and denotation discussion of competency modeling and job type comparison analysis, competency model development process research, development, content and competency model for competency-depth analysis of the mechanism of tissue from the strategic level, the information dimension, exchange of learning three dimensions.(3) To establish a competency-oriented grassroots civil service training to improve the mode of Chaoyang and proposed grassroots civil competency-oriented training process, grassroots civil competency-oriented content and methods of training, competency-oriented training points junior civil servants, grassroots civil competency assessment-oriented training and competency-oriented training of civil servants in Chaoyang grassroots safeguards.(4)Research on for Chaoyang competence oriented training countermeasures for the grass-roots civil servants, and put forward the Chaoyang competence oriented training the transformation path of grass-roots civil servants, civil servants at the grass-roots level competence oriented training evaluation, andChaoyang civil servants at the grass-roots level of competence oriented training safeguard measures.
