The report of the17th Party Congress formally put forward the concept of "social organization", and the report of the18th Party Congress asked "to guide the healthy and orderly development of social organizations in strengthening and innovation of social management". Although in the academic circles, there are different views about whether a political party belongs to non-governmental organizations or not, but the societal influence of social service work by democratic parties in China, with its not asking for any return and non-profit characteristics, can not be underestimated. Under the new situation, the democratic parties should make full use of the unique advantages, such as the wide societal connections, expertise resources and social resources of their basic organization members to participate in the social service, with the goals of improving the coordination of social relations and maintaining social stability; However, due to various causes, almost all of the basic level organizations of all the democratic parties by far have not played an active role in social service. We should find reasons to explain this situation. By broadening our thinking and solving current problems, we can find way to encourage and guide the basic groups to carry out social service activities. It is important both to the development of the democratic parties themselves and harmonious social progress. By analyzing the results of the questionnaire survey of Jiusan Party committee members in Yunnan province at the grass-roots level, using the method of statistical analysis, this study seeks to find the significant factors influcing the participation of Jiusan Yunnan Provincial Committee members at the grass-roots level in social services, and strives to provide an effective method for promoting the development of their social service activities. Analysis of the results of the investigation shows, a certain factors,such as characteristic individual members (early of late date of joining the party, personal status, the degree of attention for individual social influence), whether satisfaction of the grass-roots organizations activities, lack of external control and related organizational institutions, are of key importance in influencing party members to participate in social services. This study also analyzes the difficulties and problems in participation in social service facing basic level organizations, points out that in order to promote and guide grassroots social services, it is not enough to depend solely on internal organization regulations, but also should pay attention to the construction of internal and external organization network, by doing this to form intra-and inter-organizational joint efforts.
