Abstract:Major decisions involving a certain political, economic and social development in the administrative areas of global, they are closely related to public interests. Any of these links make mistakes will affect the social stability, and will cause serious social consequences. As a result, before making decisions on major social stability risk assessment its necessity is self-evident. In this paper, the author through to define major decisions related legal concepts of social stability risk assessment, explore analysis from the perspective of administrative law, it is concluded that major decisions theoretical basis of social stability risk assessment system is mainly to prevent the administrative and the precautionary principle. And through the perspective of the legal norms, making major decisions, social stability risk assessment system, pointed out that the current system mainly including the legal dilemma faced in the implementation are relatively scattered, evaluation range relatively vague, assess the main body is relatively single, assessment methods are relatively limited and relative lack of legal responsibility. At last, cleared from the conformity assessment procedure, basic principle, diversified evaluation main body, diversified evaluation methods and perfecting evaluation responsibility mechanism of social stability risk assessment mechanism puts forward perfect opinions concerning major policy decisions.
