On Block Factors And Management Strategy In The Reform Of Yunnan Province Governing County System

Since2009,Yunnan province carried out three kinds of pilot reform such as expanding county’s right to make it formidable,financial province governing country, and the province governing country in mid-area of Yunnan. But from the beginning of the reform it is questioned continuously. Both theoretical circle and politics circle think that economic and social development of Yunnan are too backward to carry out the reform. Especially with the restriction of various factors blocking, the reform of Yunnan province governing county has been stagnant. Through the study of the theory of province governing country and the research of the actual situation in the reform of Yunnan province, the author believed that the current situation of Yunnan province has the requirement to carrying out the reform. The discomfort of the reform in Yunnan province governing county in pilot status is just a product of various hindering factors.This article first through the systematic research about the province governing country in a decade of theoretical results and practical results nearly, and according to my thinking about the province governing country, I analyzed it from the concept, the basis system and the theoretical foundation of province governing country, etc, and provided a theoretical basis for subsequent province county of Yunnan province reform research. Second, to research history and current situation of the Yunnan province governing country system found that the deficiency of Yunnan city governing county system itself exists, it contains the concept of inequality between urban and rural areas development. After years of development has formed many threatened legitimacy of the system, to have to change. Province governing country just provides the path choice to eliminate the system. Through the study of the condition of Yunnan province governing county reform, no matter from the management technology, management, pilot experience or the central support and internal conditions, such as the external conditions or market environment, has the feasibility to push forward the reform of province governing county in Yunnan. This part systematic comprehensive analysis and expounds the significance of the reform of Yunnan province governing country. Third, after solving the problem that whether Yunnan should or could carry out the reform, the other problem is to study the existing block in the reform. Through the survey we found that due to the lack of top-level design in the reform of Yunnan province governing country and the block factors, ideas, interests, we have to faced challenges and difficulties like legal system, reform pilot showed lack of power, serious plan thinking, fragmentation reform, reform weak, backward county government. Finally, basing on various hindering factors which are existing in the reform of county in Yunnan province, I attempts to put forward the suggestion and strategy such as consensus, reform of county administration, division of functions, reconstruct fiscal relations, transform function, perfect the power supervision system, strengthening the technical guarantee for the reform of Yunnan province governing country.
