A Study Of Crop-planting Willingness And Regulation Policy Based On The Differentiation Of Farmers

Problems of grain production is the theme of China’s agriculture, is also about people’s livelihood, food security and social stability of major strategic issues. Who is going to grain? It is the key to the problem of grain production and the core.Since carrying out the reform and opening-up policy from the 1980s’ and with the rapid development of economy and the rural land system reformation, the rural agricultural economic production capacity is greatly liberated, which make farmers have more surplus production capacity and time. In the time of social material consumption structures change profoundly, farmers are no longer constrained by the land, and the classes differentiate gradually. They change in the aspect of status,identity and economic ability. In the farmer social stratum differentiation, limited by low grain comparative benefits, farmers’ enthusiasm of crop-planting show the tendency of negative attitude. But different class layers of the farmers show different attitude to crop-planting.In this paper respectively related to grain producers intend to draw lessons from the farmers differentiation, on the basis of existing research results, based on the methodology of marxist materialist dialectics, through literature, field research of village, through in-depth interview and questionnaire investigation method, the problem of farmers differentiation and willingness of farmers to plant system research.The main research contents and results are as follows:For farmers differentiation research, from the concept, the causes, process,problems, countermeasures, such as systematic review, grain to grain producers intend from farmers behavior, such as grain cost aspects discussed. On the theoretical description of the meaning of concept of peasants, farmers differentiation and grain depth analysis theory related to production, think the differentiation for farmers,farmers "agricultural" should come from research; Encouraged farmers differentiation mainly exist in "constant soil", "encouraged" from the soil, and farmers left their villages "and away from the earth" and so on three types of differentiation; Farmers with grain production behavior is a kind of rational economic man’s thinking mode.This article third chapter describes the basic situation of the village for the village peasants stratum differentiation of descriptive analysis, and analyzes the village farmers grain intend. The fourth chapter, based on the investigation of the village main factors affecting the will of farmers grain of grain is low benefit, has carried onthe detailed analysis, systematic and influence to the village farmers differentiation from all walks of life to plant will emphatically expounded. Problem described in the previous chapter, the fifth chapter mainly tells the story, based on the perspective of farmers differentiation to improve the farmers to plant more, put forword to cultivate professional farmers, strengthen professional farmers all sorts of policy, social legal protection, but also to protect the interests of differentiation after the amateur farmers,promote the urbanization of farmers amateur, adopt relevant hukou reform, land for resident identity card or other methods to protect the interests of the differentiation of peasants.
