This thesis aims at finding out the factor influencing the collective action of countries participating the regional international organization.The author holds that different countries have their own ideas and thoughts on public issues. Even when the interests can not promote the countries work together actively,they will follow the logic of “collective action” proposed by Oroson.As the public goods bear the characteristics of joint supply and joint consumption, and all the countries are rational and self-interested.So it is natural that if the collective benefits in one area can’t afford enough stimulation, the country probably may seek for the non-collective benefit outside the public area.This paper takes the example of Shanghai Cooperation Organization facing with the problems in different field in its development and the results of teamwork in the field,combines each country’s respective interest within the development and cooperation,and the cost they should pay when receiving collective income in a single area,analysis the relationship between the incentive factors and the teamwork results.Then this paper begins to verify the suppose proposed before, that is the interaction framework of regional international organizations is a compound and complex one,gaming in many fields.Getting extra benefits except the collective interest is important for the formation of regional international organizations.
