Corruption is not only a historical issue, but also a global issue. Corruption, a long lasting disease,are causing serious problems for all countries whether developed or developing, in a stable period or social transition period. Corruption continues to spread and shows a strong momentum of development. According to the development experiences of most countries in the world, corruption run rampant in social transition period while happens with a low frequency in a stable period. Some scholars said,the final solution to corruption of social transitional country depends on the final trend of the social transformation. Following this line, this article put corruption in the macro-background of social transformation to explore the corruption reality and anti- corruption dilemma in Indonesia. Corruption in this article is referred to seek personal interests by abusing commission right and social transformation means the transformation from highly centralized political system and command economy to modern democracy and the rule of law as well as modern market economy system. Among all the transitional countries, the corruption of Indonesia is the most prominent and representative.The concrete analysis of development of corruption together with effect and dilemma of anti-corruption,which has a certain theoretical and practical value for anti-corruption thought, can provide some Reference and inspiration for transitional countries to Controll Corruption.Therefore,this article has important theoretical value and academic significance.
