The balance of power is very wide influence of western international politics, tra-ditional political theory also has a long history. With the rise of realism in the interna-tional relations theory school, balance concept is discussed and the corresponding the-ory of play, has also been enriched and developed, to form a complete set of balance theory, is widely used in international intercourse.
