As one of the world's most powerful and most influential countries,American's foreign policy is not only a nation's wisdom,it's about global strategy all over the world.From January 2009 to December 2016,Obama served as president of the United States for 8 years,proposed,promoted and implemented the Asia Pacific rebalancing strategy.The reasons are about the Asia-Pacific economic's stability and development as the external power of the world's new engine of the economy;and the United States economic and military dilemma is facing itself,it's about the internal demand to continue the economic recovery and to exposure the war;what's more,there is deep consideration of hegemonic anxiety of America and the emerging power China.After Obama took office,he led his government to pursue the "Asia-Pacific rebalancing" strategy,and adjusted the political,diplomatic,military,economic and cultural levels to tilt to the Asia-Pacific.On the diplomatic front,Obama personally made his visit to Asia 11 times in 8 years,consolidating and deepening the military alliances between the United States and Japan,Korea,Australia,the Philippines and Thailand,and developed friendly relations of cooperation with its new peartners India,Indonesia and Singapore;and improved the relationship with hostile countries Vietnam,Laos,Myanmar in history.These formed United States' Asia-Pacific regional alliance.On the military front,had global deployment and heavily stationed in the Asia-Pacific area.A large number of the the military forces withdrawaled from the Middle East Europe,and the Atlantic were deployed to the Asia-Pacific region.At the same time,the US military consolidated the reorganizing and strength at the the Asia-Pacific US military base;the United States completed military integration in the Asia-Pacific region through the deployment of heavy aircraft carrier fleet,base and garrison at the Pacific Ocean.Formed a strong deterrent force and the control of Asia-Pacific security.In addition,the United States is also deeply involved in the East China Sea and the South China Sea territorial disputes,and strongly supports the countries disputing with China,holds frequent joint military exercises in the relevant waters,shows the US' leading force and deterrence of China.On the economic front,the "Asia-Pacific rebalancing" strategy is aimed at opening up the Asian market and leading the negotiation of the Trans-Pacific Partnership(TPP).On the cultural front,promotes value-oriented diplomacy,increase the cultural output and penetration of the Asian region."Asia-Pacific rebalancing" strategy has gone through three stages,from only focusing on the military,to parallel the diplomatic and economic.In the process of implementation,it received impacts of multiple factors,there are influences of frequent hot spots in the world and the United States taking all things into account;the constraints of US' fiscal austerity and changes in the attitude of the Asia-Pacific countries;even the trouble caused by various aspects of the strategy itself.Despite the difficulties in advancing the process,after Obama's two-term government efforts,the Asia-Pacific new strategy has achieved initial success.Their military deployment is in place basically,the Asia-Pacific region is controlled by heavy troop,the military deterrence is unparalleled,the diplomatic alliance is basically formed,United States'influence and dominance are growing on the Asia-Pacific affairs.But the United States "Asia-Pacific rebalancing" strategy has also caused new turbulence and imbalance in the region,making the situation in Asia-Pacific region more complex and varied,many countries are facing trouble and suspicion of "which side to stand",a new round of regional arms race is developing quietly.These make pressures on China,China should take a variety of manners,implement an active foreign policy which is based on the current situation in Asia Pacific and the new US President Trump's diplomatic thinking,to create a good external environment for China's own development.Through analyzing the reason,connotation,progress,influence and trend of American "Asia-Pacific rebalancing" strategy during Obama's term,this paper argues that for the sake of maintaining the interests of the hegemonic countrie and the coherence of the Cold War mentality of the United States,America turned its overseas strategic spot to dominate the political and economic pattern of the Asia-Pacific from the war on terror,intending to benefit from it,and balance emerging powers such as China which may pose a threat to the United States.The United States carried out offshore checks and balances through its strong military deployment and its alliance with the Asia-Pacific partner countries.Despite its worries,China,as a rising power,has no desire and ability to challenge the United States.China is willing to develop itself and live in peace.China and the United States should build a new power relationship of trust,cooperation and common development.This paper is divided into four parts:The first part is the preface,describing the significance of this topic,the research status quo at home and abroad and research methods.The second part analyzes the factors that affect Obama's new strategy of Asia-Pacific,mainly including decline and anxiety of American hegemony;the emergence of Asia-Pacific economy and the rise of China;the search for a new path in US domestic politics and economy;and the combination of Asia-Pacific countries'aspirations and American's wills.The third part is the specific content of Obama's Asia-Pacific strategy,including the first stage which emphasis on military and the second stage which turned into economic strategy(TPP),"soft power" penetration and other means,analyzes the US government's Asia-Pacific rebalancing strategy from the political,diplomatic,military,economic,etc.The fourth part researches the problems of the asia-pacific strategy of rebalancing problems in the stage of development and progress,the reasons of them,and direction of the strategy.The fifth part analyzes the strategic intentions of the US government,the impact on China,the countermeasures should taken by China,and the construction of new Sino-US relations...
