In the last thirty years of reform and opening up, economic and social development of our country has made remarkable achievements, at the same time, our city has developped rapidly. As the city continues to expand scale and the living standards of urban residents improve, the original urban grass-roots management system has increasingly difficult to adapt to the development of the city, especially the Subdistrict Office which has a close relationship between residents and community life has highly controverted, so the city ’s focus on grass-roots management system reform is just the Subdistrict Office and fosters a sense of community. However the reform`s focus the Subdistrict Office concentrations on its retention and revocation. Therefore, this paper discusses on this hot topic, The most outstanding feature of the paper is case analysis method, Sha Tau Kok Subdistrict Office, Yantian District, Shenzhen, for example, from the empirical perspective, examining the role played by the Sha Tau Kok Subdistrict Office and questions presenced, and on this basis, we put forword some suggestions about Subdistrict Office’s retention and revocation in Shenzhen.This paper is divided into six chapters. There includs five parts in Chapter 1,the issues raised, significance, research status, research ideas and research methods;In Chapter 2,we review the development ’s history of the Subdistrict Office, analyze the problems of the Subdistrict Office and make four street reform ideas, and analyze the Subdistrict Office’s retention and revocation from theoretical and practical considerations;In Chapter 3, we comparatively analyses some typical cases of domestic reforms about the Subdistrict Office; Chapter 4 describes the existing Subdistrict Office’s reform process in Shenzhen, and takes Sha Tau Kok Subdistrict Office, Yantian District, Shenzhen for an example and finds some problems;In Chapter 5, on the basis of the content of the front, we make seven suggestions on Shenzhen’s reform; In Chapter 6,we summarize the full paper,and we believe that the Subdistrict Office’s retention and revocation in Shenzhen do not ripe. Morever the first thing among all is reforms, which will be a long process.
