Poverty is a worldwide issue, ever since the reform and opening up, China has constantly promotedpoverty alleviation and development, so that the poor’s life has been significantly improved. Farmers in poormountainous areas are part of the poor, due to disadvantages of the natural environment, moving downhill isthe best way for them to be out of poverty. The government has been the leading authority in alpineimmigration project, but the " monopolistic authority" has some drawbacks, alpine immigration projectshould be a social undertaking which government, farmers in mountainous areas and social organizationsparticipate in. When the central government calls for the transformation of government functions, a study onhow the government transforms functions in alpine immigration project has practical significance on China’sdevelopment of poverty alleviation and administrative reform. Based on the course of China’s alpineimmigrantion, and taking alpine immigrantion in Zhangshui Town, Yinzhou District, Ningbo City, ZhejiangProvince as an example, the paper analyzes the role of government in alpine immigration and points out theexisting issues of government functions, finally puts forward the ways to transformation by learning from theexperience of poverty alleviation both in home and abroad.The first chapter mainly illustrates the background and significance of this topic, and makes a briefreview of the current research of alpine immigration, and describes the main research content and researchmethods.The second chapter describes the history and the status quo of China’s alpine immigration. Firstly,starting with the scope of immigrants, differentiates the similar concepts of reservoir immigration, downhillimmigration and alpine immigration; then recalls the process of poverty alleviation undertaken by the centralgovernment and Zhejiang Province; finally outlines the status quo of alpine immigration poject in ZhangshuiTown.The third chapter focuses on government functions in alpine immigration. The government should serveto guide, integrate and support alpine immigration, and the existing issues of government functions in alpineimmigration includes idea deviation, weak social organization, inadequate use of market mechanisms and the lack of effective supervision and evaluation, which result in immigrants suffering homesick and being difficultto survive after moving downhill.The fourth chapter takes the British government and the city of Chongqing for example, brieflyintroduces the concept,functions and measures of poverty alleviation undertaken by both domestic andforeign government.The fifth chapter based on the forementioned issues exist in government functions and the experience ofpoverty alleviation of domestic and foreign government, specifies that government functions shouldtransfome from almighty to limited, regulated to sevice-oriented, rule of man to rule of law, and thegovernment should change the concept of poverty alleviation, fully play the role of the market and society,and establish a legal and institutional guarantee.
