Problems And Countermeasures Of Huaian Municipal Government's Purchase Of Home Care Services

Since the reform and opening up,China's economy has been accelerating and the living sta ndard of the people has gradually increased.Based on this favorable environment,China is abou t to face a serious and unavoidable problem,that is,the aging society,which has become an int ernational problem.Many developed countries are facing the aging problem.For our country,alt hough the economic growth rate is relatively fast in recent years,China still belongs to the devel oping countries,making China a state of being old before rich.In consideration of problems and challenges,the Third Plenary Session of the 18 th Central Committee of CPC clearly pointed out that we should build a service-oriented government by changing its functions and improving the quality and level of public services.As a result,the government's purchase of home-based pensi on services is a new idea and innovation for the government to solve the pension problem.Based on family-based pension,the government takes the community as a platform on which social or ganizations can offer chargeable and professional pension service to the public.This model is not only more in line with the traditional Chinese concept of pension,but adaptive to the developm ent situation and trend of China.In addition,it is an innovative method for the government to de al with the ageing problem in China.This study focuses on the analysis of the mode of government purchasing home-based pensi on services.Based on the current domestic and foreign research review of home-based pension s ervices,this paper elaborates on the mode of government purchasing home-based pension servic es in several large cities in China considering the status quo of home-based pension services in H uai'an City.According to the analysis of these typical cases,there are many problems in this do main,such as indistinction and uncertainty between protagonists and supporting roles,unsmoot h relations between the two partners,unbalancedness between demand and supply,and poor qu alifications of the pension service institutions.Trying to solve problems above,this paper would put forward corresponding countermeasures and means by the optimizing modes,so as to enhan ce quality and benefits of Huai'an Government's purchase of home-based old-age care services.Purchasing the home-based pension services will enable to provide the elder a supported and reli able life.
