With the speeding up of urbanization in our country, and rural settlement function differentiation, the growing human need for land is steadily increasing, “village recombination” is proposed as a comprehensive reform and as exploration of construction in rural community. It is necessary to reduce the pressure on land use, to improve farmer’s living conditions, and to promote rural urbanization, agricultural modernization, and to professionalize farmers. The question is, does “village recombination” can be the standard answer in all situations? Is there any conditions that should be fulfilled before implementation? Will the locations and economic development levels affect the choice for villages? From the existing research on “village recombination” on Gaomu town, we start a summary analysis on “village recombination” policy based on the necessity and construction mode. We select the underdeveloped rural areas of Gaomu, then make a case study order to understand how these less developed regions may benefit from such policy, and how it is usually implemented from their history, construction mode, performance management and other issues, and to analyze its presence in the governance process and the extent and limits of the corresponding countermeasures in Gaomu case to provide theoretical guidance.This paper is divided into five chapters, namely:Chapter 1: Introduction. This part mainly introduces the reason of choosing this topic, the research significance on rural community construction, with review of both village and neighborhood. We also expose the research focal point and complex point, the innovation and insufficiencies, the research theory, concepts, methods and ideas.Chapter 2: Gaomu town “background construction and motivation”. This part mainly talks about the surge of rural society capital accumulation, and analyze how Qingzhou rural community land construction is linked to changes in policy implementation. It also try to ascertain the motivation for such enabling such a policy.Chapter 3: The third chapter is about the governance performance evaluation of the Takagi’s “village relocation and residence” policy. It firstly describes how the Gaomu relocation is by their economic performance the most important in the recombination process, followed by analysis of the effects different mode of “relocation of the village”. It discuss about the neighborhood community governance dimensions and validity, in order to analyze the effect of village and community governance cohabitation.Chapter 4: The governance limit and reason analysis of Gaomu town “village relocation”. This part explain how the three aspects of economic, political and social aspects of the limitations of its governance are discussed and what the reasons for these limits are.Chapter 5: Gaomu town “village recombination residents” countermeasures and limits on governance. This section intends to show what could be appropriate countermeasures and limits, with a strong approach on suggestions related to sustainable development field of study.Summary and reflection part is mainly about doing a simple overview of the need for reorganization in underdeveloped areas, and about models construction combined with development strategies. For the future of the less developed regions “village recombination” work is sure to provide a theoretical reference and inspiration.
