Since the 21 st century, a new word---Index of Rule of Law began to enter the vision of Chinese theory and practice. The government official and the academia give wide public concern.Not only that,some regional index of rule of law construction in China has made a meaningful results.Many scholars regard it as a kind of novelty, the objectivity and operability of the measure and evaluation of a certain area and even a country on the technology of the development of the rule of law.It also complies with the new trend in comprehensive interdisciplinary research tide.Inevitably, in the face of this new thing, suspicion and speculation and even criticism sound is always in our ears.
