As living standards and medical technology advances, the growing agingpopulation has not content with a simple social endowment insurance, they request highquality, perfect, system of old-age security service. In recent years, Chinese governmenthas continuously improve the social security system to meet the needs of the elderlyservice of the elderly population, But the system of old-age services that constructedunder the urban-rural dualistic system showing a trend of urban and rural segmentation,polarization: the town formed a preliminary diverse forms, high coverage rate, highstandard of service system for the elderly, and the form of the rural old-age servicessystem is single, coverage and security level is very low, in many pension serviceproject supply or even a vacant. In order to realize the objectives of the Party CentralCommittee "sense of security", also to protect the rural and urban elderly populationenjoy the same rights, balancing urban and rural development of old-age services isnow imminent.Xinghualing district is the seat of Taiyuan government, the demonstration area ofShanxi province’s aging work and the newly developed area of urban-rural integration,controls "ten city and two town"(ten urban street office and two townships), with apopulation of about653900. In2010, Xinghualing district entered the aging of thepopulation. Although into the aging city time only a short span of four years, but theaging speed is very quick, the differences between urban and rural old-age services isobvious, so no matter from the angle of political leadership or cultural propagandaperspective should assume more responsibility in balancing urban and rural old-ageservices work.Based on the field investigation and data collection, this article describes thestructure characteristics and economic characteristics of the elderly population ofXinghualing district, and through the method of comparative analysis, sorting the dataof questionnaire found the Xinghualing district′s urban and rural old-age services thereis a big difference in the family support efficiency, supply and demand of home-basedcare services, the construction of old-age care institutions, the condition of medical care,satisfaction of old-age services five aspects. If not promptly take effective measures tobalance urban and rural development of old-age services that will bring many adverseeffects for economic and social development of Xinghualing district. The reason why the differences between urban and rural old-age services ofXinghualing district is bigger, the urban-rural dualistic system is the basic reason, thelack of overall planning in old-age services development,the rural "aging" and "emptynest" phenomenon is serious and the rural old-age service mechanism for demand ismissing coexist, these two factors exacerbated the differences between urban and ruralareas, caused the gap between urban and rural areas expanding. Japanese and Australian,domestic Weifang, Dalian and Huzhou that three city′s the unique experience ofbalancing urban and rural old-age service provided some references for us, but copy isnot a solution. Balancing urban and rural development of old-age services, Xinghualingdistrict also need to combine the demand characteristics of urban and rural areas,different resource characteristics,the level of management and economic developmentideas, according to the actual situation of the specific implementation.Through the analysis of the system, this paper concludes that the four majormeasures of Xinghualing district co-ordinate urban and rural old-age services: the firstis to establish the concepts of balancing urban and rural development, depending on thegovernment leading propulsion; the second is to formulate systematic legal norms andrelated policy standard; the third is to improve the quality of old-age services employees,expand the volunteer team; the fouth is the overall planning of urban and rural old-ageservices supporting reform measures.
