The Design Research Of Institution’s Occupational Pension System In Shanxi Province

In the establishment of a socialist market economy, the rapid developmentof China’s economy and the improvement of our life standard, the problem of aging of population is getting worse. People have paid more attention on the endowment insurance. the model of endowment insurance for enterprise employees is getting mature, while the one in our public institutions are still in exploration and innovation. The state council set five testing provinces for the innovation in2008. However, there still is not a unities scheme because of the difference on rate and method of execution. What’s worse, it appears some negative news in the public institutions which leads to the early retirement of some people to make sure their benefit. with the appearance of retiring wave, it becomes difficult to make any further steps. January14,2015the State Council promulgated the "Decision on PSU reform the pension system staff organs", the proportion of the provisions of the organs and institutionsof staff required to pay the basic old-age insurance for8%of salary to pay,to pay the proportion of unit20%of the unit’s total wages. This means that the two-track pension is terminated.The construction of occupational pension system is also on the agenda.This essay is going to analyses the present condition of endowment insurance execution and the successful examples in foreign countries on innovation of endowment insurance. Then the anther will take Shanxi as an illustration and provide some suggestions on the cover of occupation pension, the principals of establishment, and the content and so forth.In first chapter, the essay discusses the background, current situation, and methods in researching, and some creative points. in second charter, the author goes through the related definitions of occupation pension and some basic theories, including the Ethical theories of justice, Welfare economics, and Multi-support endowment insurance. In third chapter, it analyses the motivation of establishing the occupation pension and different stages of the innovation on endowment insurance. Then it summarizes the current situation and problems of the endowment insurance policy i n Shanxi. The fifth chapter is more than an addition of the international experience on endowment insurance. The following chapter is a basic design for Shanxi endowment insurance in public institutions. The last chapter is summary and forecast according the above analysis.
