Research On Policy Supporting System Of Private Pension Institutions In Beijing

With the development of the aging population,the size of the elderly,especially the Oldest O ld in Beijing,is increasing,and the family-care is under great pressure,and the demand for the institution-care service is growing.Under this social background,our country and Beijing city have actively introduced various policies to guide and support the private non-profit services into the field of institutional pension,and the private pension institutions have developed rapidly.The status and role of private pension institutions in the old-age service system are becoming more and more important,but they still face various difficulties,and the guidance and support of the policy play a very important role in the development and prosperity of the private pension institutions.This article summarizes the supporting policies of the private pension institutions at the national level and the Beijing level into a system,which is divided into encouraging policy,protective policy,competitive policy and restraining policy,and the policy content of each plate is reviewed and introduced in detail.At the same time,based on the investigation of the typical private pension institutions in Beijing,we find out the difficulties in the operation of the private pension institutions from the aspects of operating funds and subsidies,the team of nursing staff,the object and content of the service,so that find out the shortcomings and short boards of the current policy support ing system from a more practical view.Finally,on the basis of the policy analysis and empirical research,this paper summarizes the problems of the policy support ing system,including the deviation of the policy concept,the lack of the top design of the policy,the fragmentation of the main body of policy-making,the unsound system of service standards,the lack of pertinence and maneuverability.Combined with the above problems,the corresponding improvement measures are put forward,including the determination of rational and clear policy ideas and objectives,the top design of the policy,the establishment of the cooperation mechanism of the relevant policy departments,the improvement of the service standard system,the enhancement of the pertinence and the maneuverability.I hope this article can make a little contribution to improve the policy supporting system and related research,and to the prosperity and development of the private pension institutions in Beijing and the whole country.
