Research On Service Ability Of Public S Pension Institution

"Endowment is a state of life,not just how high quality is the living environment.The elderly people need more emotional communication.It needs the pension industry practitioners to understand what the real demand of such a state is." It is currently advocated by the safety,health,and it reflects humanistic care of modern concept of pension.From the aging of the data from Heilongjiang Province,by the end of 2014,60 years of age or older population was 6.058 million,which is 15.9% of the total population.Large population bases,population aging fast,low birth rate are the common characteristics of population in our country.Although our country introduced a two child policy to solve the problem of aging,in fact the effect can be seen after so many years.Now more and more families tend to be "4-2-1" family structure combination.Old people gradually lose economic creativity,and body health problems appear gradually.The children do not have the ability to create economic for the homes.Therefore,family endowment ability is weakening,while social endowment demand is expanding.This just gives the chance for the endowment institutions,to develop.Pension institutions in our province reality are far lagging behind the pension agency development needs.The pension subsidy mechanism is not perfect,and the policy's executive ability is poor.There are so many problems for the pension question,such as lack of government supervision and management mechanism,weak institutions internal control management,poorly professional medical level,pension personnel shortage,etc.This paper firstly introduces the Service Ability of Public S Pension Institution's definition and framework,in order to form the theoretical basis of this study.It specifically analyze the public S pension agency service ability present situation of Heilongjiang province.This paper expounds the S pension institution endowment environment,and introduces its institutional setting and positioning.Then the five elements of pension agency service ability of S pension institutions internal environment is analyzed.It also points out the existing problems in the pension service of the S pension institution,mainly including system supervision,personnel allocation,service project,information management,source of funds,and supply and demand relationship.Based on the advanced experience of advanced state pension service,this paper puts forward some countermeasures and suggestions on the problems of the service capacity of S pension institution.Finally it gets constantly working to improve the service ability of endowment institutions.It needs to meet the demand of the elderly diversified pension,solve the problem of aging population and importantly measure to promote the development of pension reform.How to improve pension agency service ability is needed to study and think.
