A Study On The Institutional Pension Policy In China-

Since 1999,China has set into the ranks of aging countries. By 2015, China's population over 60 years of age accounted for 16.5% of the total population.The process of population aging has been further exacerbated. And the number of disabled and semi-disabled older people is increasing. The miniaturization of the family structure has been unable to meet the needs of the pension. In the provision of old-age services, there is no denying that the government has played a vital role. The government is also aware of the role of "institutional pension" in alleviating the problem of aging in our country. A series of policies have been developed at the national level to promote the development of pension institutions.But the current characteristics of these policy text or the shortcomings of the contents of the system did not conduct a systematic study. In this paper, the content analysis method is used as the main method of research, and the policy tools commonly used by scholars in the policy text are used as one of the analytical dimensions, and the different types of subject of our country's old-age pension policy are taken as the second analytical dimension. And then collect and collate the policy text promulgated at the national level in China from 1997 to 2015. It briefly summarizes the development course of the institutional pension policy in our country and selects the sample of the policy analysis, and defines the analytical category and unit, coding, reliability and validity test , From two dimensions of statistical analysis, obtained statistical results and analysis.The results show that the problem of pension policy in our country is mainly: too much investment in "hardware", too little "staff" investment; institutional pension policy from reality; some policy tools use. The reasons for the problem of pension policy in our country are specific to the lag of policy formulation, the formulation of policy is from reality, and the lack of propaganda for the analysis and policy of different interest groups. In order to solve these problems effectively, the author starts from the aspects of perfecting the policy content and the formulation of the old-age policy of the organization, which should be forward-looking and practical, and focus on the propaganda of the old-age policy of the institution.
