It can be said, community, as a community living, is one of important elements of depending on the survival and development, affiliated residents must have a modern civic spirit. Civic spirit is core substance of civic awareness, fostering civic spirit of urban communities have become an important part of fostered national civic awareness.This paper, with help of civic spirit theory, taking community management in Kunming for example, explores and research important role of fostering citizenship in urban community management.
