The party’s18report, putting forward "Strengthening civic education", is necessary requirement of thoroughly implementing scientific development concept and achieving the comprehensive development. With urbanization process continues to advance, community as the basic unit of the city, has gradually been recognized and accepted by the general public. Due to residents of communities is a relatively small independent society, community members to public affairs having autonomous; community internal management service agencies have autonomy; community management process to community members is an educational process. It can be said, community, as a community living, is one of important elements of depending on the survival and development, affiliated residents must have a modern civic spirit. Civic spirit is core substance of civic awareness, fostering civic spirit of urban communities have become an important part of fostered national civic awareness.This paper, with help of civic spirit theory, taking community management in Kunming for example, explores and research important role of fostering citizenship in urban community management. Taking residential area in Kunming as an object, analyzes prevalent lack of civic spirit issues of Urban Community Management in Kunming. From the perspective of public managers,analyze and pointed out the historical and practical reasons of civic spirit missing of Kunming community residents, analyze problems and deficiencies of civic spirit of urban community,explore civic responsibility of local governments, community organizations of public administration, non-governmental organizations and other social organizations and Implement ways and countermeasures of cultivate civic awareness,...
