Executive ability does play a vital role in both government and leading Party. In now days,our country has getting a high speed development,and all part ofthis development need the support from the government and leading Party. So,thequality and efficiency of the two above is the key to keep this high speed development.According to this,the Party Central Committee and State Council promulgate bills separately and build up administrative supervision system in both government and the Part.The system will push forward and inspect the work of the government and the Part and eventually,do good to our great career.this this the background of this paper and this paper will be discussed in the logic coming up.In the first chapter,i do summaries on the etymology、power source、execution condition and the history of the administrative supervision system,and then give out a comprehensive conception of the system.The second chapter is the main part of this paper.In this part,the shortage of the administrative supervision system in its execution will be payed close attention to and so does its negative influence on the development of the governmental executive ability.All the conclusions are from the literature analysis and the investigation.The third part focus on the means of solution.Before this,i will find out the necessity of this system to make sure the problems are worth to solve.The main problems the paper focuses on lays below.First,the administrative supervision system now has no specific law even bills from State Council to regulates itself,and then this situation leads negative effect to this system.Second,the results of the supervision have not been used fully.Here comes the reason:the lack of the authorized size of this government sector;the leaders does not pay that enough attention;the lack of the authority while doing work.All these shortage causes two negative results:there is no check up on work and there is no real utilizing of the supervision result.About these two problems,here are solutions.Putting this system into current "public servant law",and utilizes the mature structure and the regulations to guide the execution of this system;Building comprehensive supervision bureau,strengthen the utilization of the result buy reinforcing the organization foundation and raising the authorized status of the supervision system.
