Prospect Theory Perspective Of Civil Servant Corruption Decision-making Behavior Research

Corruption has a long history, both in China and the world is a political problem in the party and the government. With the progress of social and economic development, corruption is more and more towards the direction of multiple, complexity and mass. Corruption on the dangers of social harmony, economic development and people’s life is huge, at this stage of the influence of the party and the government has reached an unprecedented historical height. After the 18 th session of the National People’s Congress, our party and government to anti-corruption as relates to the party and the state of vital importance to the important work, is the party and the government attaches great importance on the corruption problem now. Under this background, the study of civil servant’s corruption is important, first of all, through the theory of the rich, can further explain the psychological characteristics in the process of civil servants in corruption decisions. Secondly, through the description of the civil servant’s corruption psychological analysis and further put forward the effective countermeasures of prevention and control of corruption. In the new period, our party and the government’s anti-corruption work have theoretical value and practical significance.Corruption of civil servants is a risky decision. If the corruption would be found, corruption subject will surely be punished by the law, if based on the "rational man hypothesis" in traditional economics, civil servants will refuse this risk decision. But, in fact, in reality a lot of corruption existence questioned the assumption that people in risk decision, is often limited rationality. In the field of behavioral economics, American psychologist Kahneman and Tversky using cognitive psychology experiment explained the people in the process of risk decision is bounded rationality, and puts forward the prospect theory.Based on prospect theory as a perspective, using literature analysis, theoretical analysis and case analysis and logic analysis on the decision-making behavior of corruption of civil servants has carried on the analysis and research of the system. Under the precondition of research background and significance, through the literature review and research, analyzes the domestic and foreign research status about corruption decision-making behavior, the basic theory basis for the paper and the research background. After combed the related concepts of civil servant’s corruption, described in prospect theory of behavioral decision analysis, and then by the prospect theory value function and weight function analysis of the decision-making behavior of civil servant’s corruption, based on prospect theory construct the civil servants corruption decision-making logic frame, and statistical analysis of the content of corruption cases in recent years, obtain the objective characteristics of corruption of civil servants and subjective psychological characteristics in corruption in the decision-making process, verify the prospect theory related factors in the civil servant’s corruption exists in the process of decision-making behavior, finally puts forward prospect theory Angle of view of anti-corruption measures accordingly.
