Study On The Volunteer Service System In Urban Management Under The Perspective Of Participatory Governance

As an irreversible trend,Urbanization profoundly influence human development,and urban governance has a very important role in this process.As the coming of the era of post-urbanization, The traditional urban governance dominated by the government in our country increasingly cannot meet the needs of the new trend, which makes the path of urban governance innovation seems particularly outstanding.In order to solve this dilemma, local governments represented by Hangzhou started the practice of city governance innovation, and achieved good results.Based on the problem and challenges in urban governance,this paper systematically describes the problem about insufficient citizen participation in urban governance.And then the paper discusses the path of urban governance innovation,especially expanding multiple subject social participation under the perspective of participatory governance on the basis of the experience of abroad urban volunteer service system construction and Hangzhou’s practice.The article is composed of five chapters.The first chapter, is the introduction part, mainly introduces the background,significance and domestic and foreign scholars research of the selected topic,and the general situation of volunteer service system.The second part, mainly analyzes the challenge of urban governance in the era of post-urbanization,including the history of the city management system development in our country and the disadvantage of the traditional urban governance dominated by the government, etc.The third part, mainly introduces experience of the urban volunteer service under participatory governance of three typical developed countries, namely the United States, Britain and Singapore,and through this introduction,we would have a better understanding on the important status and significance of volunteer service in participatory urban governance.The fourth part, taking Hangzhou as a case of participatory urban governance, analyze its innovation in urban volunteer service,and then summarizes the experiences and lessons. The fifth part, based on the discussion of urban volunteer service under participatory governance and the case of Hangzhou, concludes that participatory governance could be the urban governance innovation path.
