In the late 20 th century, western academics proposed the theory of deliberative democracy in order to make up for the increasingly obvious defects and shortcomings of representative democracy and democratic elections in political life. After the introduction of deliberative democracy theory in China in the 21 century, Chinese scholars began an extensive study on how to understand, learn from and make use of the theory of deliberative democracy. Currently, deliberative democracy with Chinese characteristics has been established one of the important ways to realize democracy socialism as a very promising form of democracy, and become an important component of the system of socialist democracy with Chinese characteristics. Development and improvement of deliberative democracy with Chinese characteristics is an important content of China’s future landscape of democratic politics.Deliberative democracy with Chinese characteristics refers to the participation of main subjects from all walks of life in the decision-making process of state and social affairs by negotiation with a variety of channels under the leadership of Chinese Communist Party based on socialist democracy, in order to better achieve the sum of democratic form of people’s democracy and democratic practice. deliberative democracy with Chinese characteristics in the current environment enjoys great practical importance in the construction of China’s democratic politics: it broadens expression channels of interest and expands citizens’ orderly political participation; resolves contradictions and conflicts, maintains and promotes a harmonious society and stability; gathers public wisdom and strength, improves the scientific and democratic degree of decision-making by the Party and government; improves the insufficient democratic elections, highlights the superiority of socialist democracy; implements the Party’s mass line, and strengthen the flesh and blood contact between the Party and people. However, deliberative democracy is still relatively new in China, and deliberative democracy with Chinese characteristics is still in its infancy, facing many difficulties and challenges: first is the lack of accompanying political culture, lack of public assistance in deliberative democracy;second, civil society is not developed enough, with running field for deliberative democracy limited; third, deliberative democracy remains elitist tendencies and different bodies enjoy unequal status; also, ways to realize deliberative democracy remains undeveloped and insufficient; last but not least is the imperfect system infrastructure, legalsystem and supervision mechanism of deliberative democracy. All above considered, this paper puts forward countermeasures and suggestions to further improve the deliberative democracy with Chinese characteristics on the basis of the actual development of democracy in China. The following six aspects are considered feasible: first, to strengthen and improve the Party’s leadership for deliberative democracy with Chinese characteristics;the second is to build a political culture of participation, nurturing civil society; third, to optimize the structure of deliberative bodies, to broaden the scope of the object of deliberative democracy; fourth is to improve the ability and the quality of consultation of our citizens; fifth, to improve and enrich the realization of democratic forms of consultation; sixth, to strengthen the institutionalization, standardization and legalization of deliberative democracy with Chinese characteristics.
