| Governments at all levels have been always chasing economic development. Our country has achieved 30 years of consecutive rapid increase in GDP, becoming the second largest economy after the United States. Behind the rapid growth, issues such as the economic slowdown, the real estate bubble, the stock market downturn, the contradiction of the gap between rich and poor and the intensification of contradictions between officials and the masses of the people, gradually expose out. Research shows that, the development of market economy is not that of excessive government intervention, but that to provide a good environment, clear institutional obstacles, improve the efficiency of government public services, help enterprises to improve business environment and conditions.This paper analyzes the relationship between local government public service type and regional economic development based on the economic development of Henan Province. In the process of research, we find that the speed of economic development in Henan province after fully behind the central provinces after 2007. But unlike other provinces, economic activity of Henan province do not agglomerate into large city, but agglomerate into the county and the following regional. The quantities and types of public goods provided by the county government are much less than the municipal government, the scale economic benefit is also much less than the city, especially the public traffic, infrastructure construction is far less than the city. Why companies don’t go to the city but most choose county and the following regional? This article attempts to analyze the role that industrial agglomeration area of Henan Province development-oriented public service plays in promoting local economic development according to development-oriented public services provided by the government accounted for the proportion of the total, so as to verify the positive correlation between development-oriented public services and economic development.Researchers have proved that government spending itself is not sufficient to bring about regional economic development, more cannot guarantee the comprehensive economic development. While the nature of the system, the connotation of the government’s function, especially the level and efficiency of public services related to the development of market economy can significantly promote economic development. However, which type of the public service has a greater impact on economic development, the current academic community has not conducted detailed studies, especially research on the relation between the development-oriented public services and economic development is relatively rare. Therefore, this paper tries to take Henan province industrial agglomeration area as an example to study development-oriented public service has an effect on the economy, to make up for gaps in research on the relationship between the development-oriented public services and economic development, at the same time hope to make a theoretical summary for the experiment of the industrial agglomeration area development strategy of Henan province. On the one hand, to provide a research material for the future economic development theory, on the other hand, to provide analysis model that has the reference significance for the economic development policy adjustment.Based on the previous division of public goods,In this paper,we divided the public services into survival-oriented government public service and development-oriented government public service. The so-called survival-oriented government public service is a type of public goods provided by the government in order to ensure citizens’ basic survival and basic living conditions. Its fundamental purpose is to safeguard citizen’s survival. However, development-oriented public service is a type of public goods that benefit the country’s economic development, have a positive impact on the development of the market economy, significantly associated with market economic development.The Henan provincial government realized that they need to make some efforts in order to achieve economic development, they also made many attempts, but they do not know, the measures they taken in fact is to provide for the development-oriented government public service. Due to they do not know the economic theory behind this and they do not understand development-oriented government public service. The Henan provincial government finds a way: to establish industrial agglomeration area. Through the establishment of industrial agglomeration area that has a competitive advantage, to promote the level of industrialization, thus to accelerate economic development. In order to provide development-oriented public goods in industrial agglomeration areas, local governments at all levels give strong support in the following aspects: infrastructure construction, land policy, fiscal and tax policy, talent introduction policy and investment policy. Through the analysis of investment in fixed assets, the main business income above designated size, industrial added value above designated size and total profits, industrial agglomeration area not only has a very positive promotion in total, the impact is much higher than the old town of the above four indicators. At the same time, we also can see development-oriented government public services provided by industrial agglomeration area have a much higher effect than survival-oriented government public services provided by the old town on economic development.Finally, through the analysis of the relationship between development-oriented government public service and economic development of industrial agglomeration areas in Henan province, I believe that,industrial agglomeration areas have been able to achieve such rapid development,mainly depends on the development-oriented government public services provided by Henan provincial government. At the same time, I analyzed existing problems for the current government and proposed the corresponding solutions and policy recommendations. |
