Instead, they try tentatively a new mechanism of governance, which brings government, marketing and society into cooperation. The construction of social composite subject in Hangzhou can be a footnote to it. In this paper, i am going to exam the development and characteristic of this kind of practice.Social composite subject indicates a new-breed subject in social governance, which bears the harmony of social benefit and operation mechanism as well as the active social participation. The aim of it is to carry forward the construction of social programs, intelligent undertaking starting and development of social welfare. Through the examination of "canal comprehensive protection project" in Hangzhou, I figure out four mechanisms in the operation of social composite subject in Hangzhou:the process based on refined division of labor, the mechanism of concerting interests based on mutual interest, the mechanism of coordinating subjects bearing different functions and the mechanism of long term estimation. Owe to these mechanisms, it is possible for "social composite subject" to realize the cooperation among government, social organizations and companies in the governance of specific projects. By doing this can integration of society be enhanced, social risk be well dealt with and finally the failure of government, market and society be best avoided. On the other hand, the horizontally operation brings the increasing difficulty in the management of organizations. The conceptions, structures and targets of these subjects are heterogeneous. More importantly, the legal character of them is blurred. These problems indicate that the reform in some pioneer areas, which emphasizes on the relation among state, market and society, is still in transition period. The construction of social composite subject depends not only on the improvement of organization management but also on the all-round rationalization of social governance system.
