At present, China is ushering the new journey to deepen the reforms and rule the country by law in an all-round way, promoting the modernization of the country’s governing system and capabilities vigorously and realizing the Chinese dream. The Third Plenary Session of the 18th Central Committee put forward the general objective of improving and developing socialism with Chinese characteristics and promoting modernization of the country’s governing system and capabilities, proposing theories of "national governance" and "social governance" for the first time. Then the Fourth Plenary Session of the 18th Central Committee centered on the theme of promoting the rule of law and put forward a general target of building a system of the socialist rule of law with Chinese characteristics and the country under the socialist rule of law, promoting the integration of the country under the rule of law, the government and the society. As important measurements of the development of urban and rural areas, balance of urban and rural social construction and management, innovating the mechanism of the urban and rural social management system and promoting the integration of urban and rural social development are the key issues to play a vital role in pushing on the modernization of national management system and management ability in order to realize the great rejuvenation of the Chinese nation and Chinese dream in our country. The 18th Central Committee called for the formation of social governing system of the Party committee’s leading, political accountability, social cooperation, public participation and legal guarantee. Consequently the Third Plenary Session of the 18th Central Committee stressed the importance of the leading role of the Party committee, the dominant role of the government, the participation of every positive factor from society to fulfill the good interaction of state governance, self-control of the society, and the self-rule of the communities in the innovation of social governing system, and to push on the integration of the country under the rule of law, government and society. In the process of urban and rural development, in consideration of the reality of urban and rural areas, the governance capabilities and level of social development, the practical choice is to build up a Chinese management synergy mechanism insisting the leading role of the Party committee, the dominant role of the government, diverse cooperation and legal guarantee in our country. In the Chinese discourse system and the specific context, we must adhere to the leadership of the party, people taking leadership and the organic unity of the rule of law, under which the party, the state, market players, social organizations, and the people should follow the law of social development in urban and rural areas and govern the society of urban and rural areas cooperatively in order to realize the coordinated development of urban and rural society and common prosperity. In the mechanism of social coordinated governance concerning urban and rural development, party committee leadership, the government’s dominance and diverse collaborative relationship orientation are the natural choice in the background of high governing capability of the state and the low level of society development and the necessary requirements of the positive operation among state governance, self-management of the market, self-control of the society and harmonious urban and rural governance objectives. The core of the establishment of mechanism of social coordinated governance in the present context is to deal with the relationship among the government, the market and the society to construct the management synergy mechanism. Firstly, the value orientation of collaborative governance mechanism of social development in urban and rural areas should be built, which is the basic prerequisite of effective urban and rural areas’ co-governance. The construction of value orientation mechanism should clarify the consistence of value orientations between social management subjects and co- governance subjects, and between the subjects and objects of co-governance, the measurements of co-governance and moral value constituents of co-governance subjects so as to establish the value orientations of social coordinated governance concerning urban and rural development which every subject follows. Secondly, in the Chinese context and in the guidance of the general objective, the subject training mechanism of co-governance of social development in urban and rural areas should be built. From promoting the modernization of national management system and management ability, the options of subjects and constituents of coordinated governance should be actively explored, the multiple governance system should be optimized from policy- making, subject structure dynamic optimization, subject governance ability development and subject moral training, building social cooperative governance mechanism of the development of urban and rural areas as a whole under the premise of insisting on perfecting and developing the system of socialism with Chinese characteristics. Thirdly, an inter-subjectivity operational mechanism of cooperative governance should be established. Based on the general analysis of the major obstacles in the operational mechanism of cooperative governance in urban and rural social management, considering the contemporary national situation and the social management practice, the dissertation recommends an inter-subjectivity operational mode in the Chinese discourse system which is party committee guiding, government leading, multiple cooperating and legally protected. The construction of this operational mechanism should follow five principle:government presiding principle, legally operating principle, equity principle of power and responsibility, principle of deliberative democracy, principle of justice and fairness and four dimensions:one domination with pluralization, coordination of interest, orderly competition and negotiated interaction. It probes into a better way to construct the operational mechanism from the aspects of social capital cultivation, governance power recycling, agent behavior remolding, coordinating resource consolidation and governance environment optimization. Fourthly, it’s necessary to build a guarantee system for the operational mechanism of cooperative governance of urban and rural development. Due to the insufficient guarantee system in the urban and rural cooperative governance and the inefficiency of multi-subjectivity cooperation, the operation of cooperative governance will be made possible only by perfecting the legal system which can manage and supervise all the social organizations and exact the guidance and supervision power of the government. A guarantee system of social collaborative governance, which involves human resource assurance system, financial input system, information guarantee system, organization and administration system, system guarantee system, supervision and evaluation system, should be developed to guarantee and standardize the role played by each subject in the cooperative governance so as to achieve effective coordination. Fifthly, a capacity and performance evaluation system for social cooperative governance should be built. By objectively studying the cooperative government capacity and its evaluation assessment in urban and rural cooperative governance and constructing an evaluation model, with a case study of Changsha city and Shaoyang city in Hunan province, it’s demonstrated that cooperative capacity is positively correlated with governance performance and strategies for promoting urban and rural cooperative governance; at the same time, on the basis of the empirical analysis, optimization countermeasures of governance mechanism for urban and rural social management synergy are put forward. At last, an analysis is made on the mechanism of social coordinated governance of urban and rural development, which includes social public security, social contradiction prevention and solution, and the administration of ecological environment to explore practical approaches to cooperative governance by improving and optimizing the functions of the important organizations in social management, putting forward optimization suggestions in the process of social development of urban and rural cooperative governance mechanism. Besides, the dissertation also probes into a scientific, legalized and standardized way to facilitate cooperative governance in urban and rural social administration so that a virtuous inter-reaction can be developed between government, market and society and the cooperative governance in urban and rural social administration can be constantly fortified, standardized and perfected.The innovation of the dissertation lies in the following aspects. At first, backgrounded by the coordination of urban and rural development in China, it introduces the theory of cooperative governance in urban and rural social administration, which is epochal, targeted and innovative to study the construction of the cooperative governance mechanism in the coordination of urban and rural development in China which provides a new perspective for urban and rural social management studies. Secondly, in Chinese discourse environment with specific case studies, by combining foreign experience with the practical situation in China, from dimensions of value orientation, subject development, inter-subjectivity operation, insurance system and capacity and performance evaluation, the dissertation proposes the construction of a multiple cooperative governance mechanism in urban and rural social administration which is party committee guiding, government leading, multiple cooperating and legally protected so as to set a model for the efficient urban and rural development. At last, the dissertation puts forward practical strategies, basic principles and assessment indexes systems for the construction of cooperative governance by making a comparative case study on Changsha city and Shaoyang city in Hunan.Under the contemporary background of comprehensive deepening the reform, ruling the country by law and vigorously promoting the modernization of national government mechanism and capacity, upholding the organic consolidation of the adherence to the Party’s leadership, ruling by the people, and governing the state by law, the dissertation studies the construction of cooperative governance mechanism in urban and rural social administration which has a theoretical significance and practical value in reforming urban and rural social governing and promoting urban and rural social development.
