Study On The Negotiation Governance Mechanism And Operational Logic Of Urban Communities

The negotiation and governance of urban communities is an inevitable requirement for improving China's community governance system.It is the proper meaning to promote the extensive and multi-layered institutionalized development of socialist deliberative democracy,and is also one of the important goals of promoting the modernization of the national governance system and governance capacity.The research on the negotiation mechanism and operational logic of urban communities is theoretically beneficial to deepen the study of urban community governance,to deepen the study of grassroots deliberative democracy,and to deepen the study of the theory of negotiation governance.In practice,it is conducive to the level of grassroots democratization.In practice,it is conducive to the improvement of the level of democratization at the grassroots level and is conducive to improving the effectiveness of community governance.The specific research content of this paper is as follows:First,clarify the relevant concepts and theories of urban community consultation and governance.Including the definition of the concept of urban community,negotiation and governance,combing the theory of deliberative democracy,governance theory,community mobilization theory.Second,analyze the current situation of the mechanism and operational logic of urban community consultation and governance.First of all,on the basis of a given theory,the analysis summarizes that the sustained motivation of the grassroots government to promote community-based consultation and governance comes from the common promotion of governance innovation needs under the national and bureaucratic social logic.Secondly,it summarizes the normalized urban community negotiation governance mechanism including issue formation mechanism,participation decision-making mechanism,resource integration mechanism,contradiction coordination mechanism,and supervision and evaluation mechanism.Thirdly,through the empirical analysis of Jinhua Street in Guangzhou,it is found that the implementation of community negotiation and governance in Jinhua Street originated from the task of national logic,the willingness to act under the logic of bureaucracy,the right appeal under social logic,and the construction of negotiation and governance.The mechanism's ideas include the issue formation mechanism,the participation decision-making mechanism,the resource integration mechanism,the contradiction coordination mechanism,and the supervision and evaluation mechanism.The operational logic of promoting community consultation and governance in Jinhua Street is still the three-dimensional integration of institutional supply,organizational mobilization,and situational discourse.The effect of Jinhua Street in implementing community-based consultation and governance is that a normalized community consultation and governance mechanism can be established,community governance efficiency can be improved,community satisfaction can be improved,and residents' participation will be enhanced.Fourthly,on the basis of case analysis,it is concluded that there are still insufficient system supply,imperfect negotiation mechanism,uneven organization and mobilization,lack of incentive mechanism and less use of rational tools in the implementation of urban community negotiation and governance.In this regard,to improve the performance of urban community consultation and governance,first,we must improve the system supply,including improving the series of rules and regulations for community consultation and governance,improve the community consultation mechanism,foster community social capital,and enhance residents' participation enthusiasm.The second is to integrate community resources and establish a safeguard mechanism.The third is to rationally choose the discourse system and strengthen the use of rational tools.
