New and old contradiction takes on, long-term disputes can not be resolved, which leads to the rigidity of the relationship between grass-root masses and Chinese Communist Party and numerous petitions from grass-root masses. All these facts reveal the weakness of grass-root work during the reconstruction period and the incoordination of the grass-root governance mechanism with the situation during the reconstruction period.Under such circumstance, how to adopt to the situation of urban and rural harmonious development to promote development in rural areas, how to improve leadership of the grass-roots party organization and make mechanism of grass-root self-governance be full of vitality, how to consolidate and strengthen the our party’s ruling basis and status in the rural areas to build a harmonious energetic new countryside after the earthquake? The “131N” governance mechanism is the innovative exploration that Pengzhou government establishes after the earthquake to resolve the problems.The “131N” village-level governance model highlights the principal position of the villagers, stimulates the enthusiasm of the villagers to take part in the self-governance, opens channels of public interests appeal, safeguard the democratic rights of grass-root masses, promotes the villagers’ representatives to start exercising power, fastens the implementation of the promoted the grass-roots autonomous system and straightens out the basic-level organization operating mechanism, hence we have the coordination pattern of villager autonomy of the diverse participation in village level public administration and social service under the leadership of the party organization. For example, we should make effort to perfect the construction of the rural grass-roots regime and grass-roots party organization, further standardize the relationship between town government and village party committee and the relationship between village party committee and village party branch. We should also strengthen publicity and education and training work, improve the quality and autonomy consciousness of village cadres and the villagers, increase cost in earthquake disaster zone and actively support the development of villagers’ autonomy in the Midwest.This research is based on administration management and from the perspective of basic governance in China to research the village governance mechanism of development and innovation in Pengzhou after “Wenchuan Earthquake”. It not only analyzes the achievements and problems, this theory attaches importance to put forward practical suggestion to boost the development of village-level governance in Pengzhou. Meanwhile, the achievements of this research has directive significance in other earthquake-hit regions to guide their village-level governance. It will be part of the China’s village governance mechanism research.
