In recent years, with the scientific development concept and the correct view of the proposed performance evaluation of civil servants has been widespread attention from home and abroad. The performance of civil servants reasonable scientific assessment is based on the government to make the right decisions, but also improve the quality of the civil service, optimize the structure of the civil service, an important means to improve the administrative efficiency of our government. Faced with the objective requirements of harmonious social development, and constantly improve the current situation and the growing awareness of citizen oversight, such as democracy, the establishment of a code of conduct, well-coordinated, fair, transparent, clean and efficient government public administration system is imminent. Civil servants are executors of various government regulations and administrative actions, civil servants performance level determines the effectiveness of government management of national economic, social and political affairs, determines the level of government performance. The next 20 years China’s sustainable transport development opportunities, requiring transportation industry must accelerate development and provide the necessary support for the economic and social development. As a transportation system constitutes an important factor in human resources, working ability and job performance of the Civil Service Department of Transportation is to ensure the healthy development of national economic, social harmony and stability of the core elements. Strengthen and improve the performance evaluation of civil construction clean and efficient government, strengthen the civil service, and enhance the challenge to deal with the new situation and new tasks, etc., have an important role.Based on the above background, the paper selects the implementation of "the provisions of the civil service examination." This case study of Sichuan Department of Transportation.
