With the formal implementation of "Civil Servant Law of the people’s Republic of China" and "Regulations of Civil Servant Assessment (for Trial Implementation)", construction of the civil service system in China has entered a new stage. The new management concepts, techniques and methods have been applied in government departments, performance appraisal is an example. To improve the administrative efficiency and public service level, to further enhance the consciousness and ability of civil servants in serving the people, acting in accordance with the law, Kunming City enacted the "measures for the implementation of the performance appraisal of civil servants in Kunming (for Trial Implementation)"(2011). However, in the process of policy implementation, a series of problems about the implementation of the policy has been gradually highlighted. Some departments put off implementing performance appraisal; some departments continue to execute the target assessment, and can not demonstrate performance; some departments copy evaluation methods, ignoring the position difference and the feedback.Therefore, this master’s thesis is finished on the basis of the policy action theory and organization theory, using the method of literature analysis and case study. The ultimate goal is to let the reader understand the formation of the Kunming municipal civil servants performance appraisal policy, to provide suggestions for the effective implementation of the policy, and to draw lessons for the civil servants performance appraisal policy implementation in other areas in China. So this paper first reviews the forming process of the civil service performance appraisal policy in Kunming, and then divides it into three stages:post tradition appraisal stage (1993to2000), target assessment stage (2001to2010), the performance evaluation stage (2011to this day).By studying information gathered from relevant departments, I am going to tell the reader that factors which affect the effective implementation of civil servant performance appraisal policy not only include the policy itself, the authority of the executives, policy identity of the policy targets and the environmental factors, but also are closely related with the policy implementation system, including the hierarchy system of bureaucracy, participation and supervision system and so on. Therefore, in order to strengthen the effective implementation of the civil service performance appraisal policy, firstly, we should eliminate the policy defects of its own by optimizing the policy strategy. Secondly, we may overcome the policy identity obstacle by strengthening policy propaganda and training. Thirdly, promote the construction of supporting systems and highlight the policy implementation process management. Fourthly, necessary reforms must be put in place to improve the policy implementation system.
